社會工作者在莫拉克風災後災民安置過程中的角色實踐之探討

摘要

氣候的變遷使得台灣面臨到許多的災難，災難的發生不只是對於環境的破壞，更是會對人們造成相當大的影響。社會工作者的角色便是擔任各人與環境互動的催化者，自921大地震之後社會工作實務界開始探討著社會工作者在災變場域所應該扮演的角色，並且整理出許多的理論以及模式。但是這些模式並非是透過一線工作者所提出，這很可能會忽略掉在模式及理論中看不見社會工作者建構角色的過程及影響因素。
本文透過與莫拉克風災的實務工作者的對話，透過深度訪談的方式了解社會工作者在莫拉克風災實際的角色實踐情形，來探討理論架構中的內涵。本研究發現實務經驗的累積對於社會工作者投入災變場域中是有影響的，有相關經驗的社會工作者在複雜多變的災變場域中能較快的適應，反之則需要更多時間及心力去應對；在災變場域中，社會工作者分別來自公部門與私部門，因著所屬單位的不同對於其角色的建構也有所不同；透過社會工作者在災變場域中的實務經驗，整理出不同的角色扮演。此外也透過社會工作者在災變場域中的拉扯、挫折，發現影響社會工作者角色養成的挑戰，因著社會工作者身分的因素，外來工作者在服務輸送過程裡有較大的挑戰

Disaster has become am important issue in Taiwan, disaster can make not only the destroy of the nature but also the damage to human society. After the earthquake 921, some of the researches try to generalize the role practice of social workers, but those theory or model may ignore the process and issue that hidden behind.

This research try to communicate with the social workers of typhoon Morakot, by in-depth interview to understand the connotations of the theory and model. This research can explain and discuss the following opints
1. The actually role practice during Morakot.
2. The influence factors of social workers role practice.
3.The differences between the traditional social workers and the social workers of disaster.
