液化敏感地區液化潛勢及其應用於土地開發適宜性之評估

摘要


台灣位於環太平洋火山帶上,常年有地震發生,不僅造成許多結構物的破壞,更危害到人民的生命安危,在人口持續成長壓力下,資源需求量隨之增加,以致於在過度發展的情況下,使得原本有限的自然環境資源,更加稀少且惡化,甚至已超越其容受力,造成無以估計的災害。尤其是在要求開發保育區、保護區之聲浪下,如何使脆弱且敏感之環境地區適度開發且無悖於資源保育與土地利用之原則,更顯得重要且困難。 本研究利用基因演算法則評估土壤之液化潛勢,乃採用國內外的200組現地數據資料,依照1:1比例分別進行模式之建構及驗證,再針對其中集集地震的41筆現地探勘資料,配合地理資訊系統軟體ArcGIS的空間分析功能,運用網格及空間推估法展繪出南投市土層液化潛勢圖,作為土地開發適宜性評估時之參考依據。 土地開發適宜性分析為環境規劃工具之一,可分析現地環境對各種土地使用之潛力與限制,確保開發行為與環境保育目標相容。本研究以綜合性的開發活動視作適宜性分析之使用類別,取代過去將使用類別再細分之分析方式。為配合土地開發適宜性的各項影響因子的現地差異,本研究將每一因子按其不同影響程度進行不同的等級劃分,並利用階層規則組合法統整土地開發適宜性分析中發展潛力與限制之各項因子,進行液化敏感區整體開發適合度之評估,建立一套關於液化敏感區土地開發適宜性的準則,作為土地開發時的參考依據。

Taiwan is located in the area of Pacific Ring of Volcano with frequent earthquakes, which not only destroy many buildings but also damage people’s lives. While the population grows rapidly, the demand for resource is increasing. The consequence of over-development has made the finite natural environmental resource get rare and worse. As a result, it causes incredible disasters. Especially on the vulnerable region, how to make a balance between proper development and useful natural resource conservation has become important and difficult. The purpose of this research is to estimate soil liquefaction potential by using Genetic Algorithms. From about 200 sets of foreign and local site data, we make ratio 1:1 to verify the model, and explore 41 local data with space analysis tool from geographical information system software ArcGIS to estimate the soil liquefaction potential tendency of Nantou. The results can be used in the suitability assessment of land development. Suitability assessment of Land development is one of the environmental plan tools that can analyze developed potential and restriction of local environment to make sure benefit between developed behavior and environment conservation. This research regards the overall developed behavior as a classification of suitability analysis to instead pass analysis of classification in detail type. In order to accompany with difference within local environment on any influence item of land development suitability, this research distinguish any influence item as different influence level, and use a combined method of level rule to classify developing potential and restricted item of land development suitability and processing estimation of overall development of liquefaction sensitive region. And we establish a guideline about development suitability on liquefaction sensitive region to make a reference for land development.
