台灣能否能提升其在基因測序價值鏈之地位:體學生物科技公司之案例研究

摘要


摘要 台灣在諸多科技產業上有突兀的表現,然而卻一直無法成功地打入生技產業,而生技產業的前景在台灣也是不被看好的,並且希望政府不要再投入更多資源在生技產業上。所以有些人認為生技產業的發展需要規模經濟,相較之下美國比台灣就更有優勢。其中一個維持大眾信心的手法,就是在本地擁有該領域的專家,而在體學生物科技股份有限公司的李鍾熙博士即是這樣的人物。體學生物科技股份有限公司希望將台灣精湛的半導體產業技術轉移到全球的基因測序市場,讓台灣佔有一席之地。此公司有充沛的私部門資金和業界、學界、工研院與中研院等研究機構有良好的關係。本論文由一零六年五月二十六日與李鍾熙博士的採訪延伸,本文結論指出體學生物科技股份有限公司試圖進入一個既有市場上代表著台灣的一種風險。它代表風險而非不確定性,基因測序必然有一定的市場,且已經由數種技術成功做出,而李博士的權威與產業連結也使公司將成功機會最大化的同時,讓所需耗費的資源降到最低。

After succeeding in many other technologies, Taiwan is having a hard time entering biotech. Critics are tired of the national expenditure. Some claim biotech inherently favors economies of scale, favoring the United States, versus smaller economies like Taiwan. One method to maintain public support is to have star players involved at the national level. Personal Genomics Incorporated’s Dr. Johnsee Lee is such a star. PGI hopes to leverage Taiwan’s prowess in the semiconductor industry into a position in the global gene sequencing market. PGI has private funding as well as good relationships with industry, universities, and government institutions such as ITRI and Academica Sinica. This paper is based on the interview with Johnsee Lee (李鍾熙), CEO of PGI on May 26th, 2017. This paper concludes that Personal Genomics represents a reasonable risk for Taiwan, as it attempts to enter an existing market. This means it represents risk, not uncertainty. There is definitely a market for gene sequencing, and sequencing has already been done successfully with a half a dozen different technologies. Dr. Lee’s prominence and connections should also allow his company to minimize assets needed while maximizing its chances for success.
