為因應全世界的商業競爭需求,符合 ISO 9000 系列品質管理體系標準,已是展開國際間商業交易的先決條件與共同要求。同樣的,ISO/TS 16949:2002 品質管理系統要求,亦已被世界各大汽車廠所認同與要求,成為國際汽車供應鏈每ㄧ成員的必備條件。 然而,ISO/TS 16949:2002 條文之描述,僅僅是一種品質管理理念的傳達,而非執行面的實際點檢。因此,各企業在引進 ISO/TS 16949:2002 品質管理系統規範時,均須將 ISO/TS 16949:2002 條文要求以企業慣用的語言、詞彙轉化至現行之品質管理系統中,以便於引導內部員工在最短的時間內了解這些品質管理體系的要求,並明確掌握在工作權責中必須配合執行的事項與改變,而讓品質管理系統的導入過程能更加順暢。 本研究以個案公司的推行經驗並配合品質機能展開的系統化方法,建立一導入 ISO/TS 16949:2002 之運作基礎模型。藉由品質機能展開將外部需求轉化為內部執行功能的展開步驟,將 ISO/TS 16949:2002 品質管理系統的條文要求由各作業活動逐一展開並加以歸納整理,提供給未來即將推行 ISO/TS 16949:2002 的各方企業作為參考。 本研究成果顯示,藉由品質機能展開所建立 ISO/TS 16949:2002 條文要求與個案公司實際品質管理系統作業活動、作業流程之關係矩陣,可有效的化解「高階管理者未展現積極支持和參與的態度」的窘境、解決「相關人員未能熱烈參與」的問題,並且排除了「跨部門之工作協調有困難」的阻礙。
Due to the worldwide commercial competition request, conforming to ISO 9000 is a precondition for joining the international commercial activity. Similarly, the ISO/TS 16949:2002 requirements have been requested by international automobile factories and to be the primary criterion of each international automobile supply chain member. However, in order to provide the overall application, ISO/TS 16949:2002 requirements specify only the basic concept of management, but not the detailed execution. Therefore, organization has to translate the ISO/TS 16949:2002 requirements into current quality management system activities by company-wide language and vocabulary such that all employees can understand it within shortest time and grasp the must change and improvement clearly per their function and responsibility for smoothing the ISO/TS 16949:2002 implementation project. This research intends to establish as implementation mechanism of ISO/TS 16949:2002 based on the systemic approach of Quality Function Deployment (QFD). By following the implementation procedure of QFD to translate the external requirements into internal execution functionality, ISO/TS 16949:2002 requirements could be translated into quality management system activities by “House of Quality” matrix, which can provide a good reference for future implementation of ISO/TS 16949:2002. Through the case study in this research, a series of interrelationship matrixes have been developed to correlate the ISO/TS16949:2002 requirements with current quality management system activities. This approach can effectively solve the issues of “top managers don’t support and participate in”, “relevant employees fail to participate in”, and the “communication issue with cross area” during the implementation of ISO/TS 16949:2002.
