以房養老政策可行性研究

摘要


本文主要探討以房養老、留房養老,研究以自己的老年自己房子養,綜觀以房養老貸款發展歷程為基,主觀的探討現有的各樣及商業模式,並透過觀察模式規劃策略,目的在於提升老年人老有所依,月月有收入至終老,減輕政府社會福利負擔及提升產業競爭力。 當今台灣少子化的現象日趨顯著,再加上整個社會高齡化人口來臨的趨勢,是乎難以扭轉,依據國家發展委會發佈預估報告至2025年台灣整個就會進入超高齡群體的一個國家、預計每5位國人就有1位會是65歲以上老年人口,即人數占總人口數將會超過20%以上。物價的飆漲、年輕一代薪資普遍偏低,過往「養兒防老」守舊傳承理念潛移默化,然而衍生了「以房養老」、「留房養老」等高齡時代的新產物及漸漸隱匿著諸項有關老人經濟以及人生安全的討論,進而影響總經勞動力逐漸降低、危及整體社會勞動力參與之不足,年輕世代撫養恐為負擔急據加重,倘若老年階段日常生活有所保障,過往「養兒防老」的觀念極需重新定義,進而「以房養老」國家政策逐漸擴展到社會各階層以及金融服務業密切關注該項議題。 本研究對照美國及香港制度,依差異性及台灣缺少部分提出對政府、對業界及對個人建議。 關鍵字:少子化、高齡化、以房養老、留房養老。

This paper mainly discusses the housing old-age, stay-at-home old-age, research to their own old-age self-housing, comprehensive view of the development of housing pension loans as the basis, subjective exploration of the existing various and business models, and through the observation of model planning strategy, the purpose is to enhance the elderly, monthly income to the end of old age, reduce the burden of government social welfare and enhance industrial competitiveness. Today's phenomenon of Taiwan's child-rearing is becoming more and more significant, coupled with the trend of the aging population of the whole society, is difficult to reverse, according to the National Development Commission issued an estimated report to 2025 Taiwan will enter the super-age group of a country, it is expected that one in five people will be over 65 years of age, that is, the total number of people will be more than 20%. Soaring prices, the younger generation generally low wages, in the past, "raising children to prevent old age" old-fashioned heritage concept of subtle, but derived from the "house old-age", "stay-at-home old-age" and other new products of the old age and gradually hidden related The discussion of the economy of the elderly and the safety of life, which in turn affects the gradual reduction of the total labor force and endangers the overall social labor force participation, the burden of raising the younger generation is likely to increase urgently, and if daily life is guaranteed in old age, the concept of "raising children and preventing old age" in the past needs to be redefined, and so on The national policy of "housing for old-age care" gradually extends to all sectors of society and the financial services industry to pay close attention to the issue. This study, in contrast to the United States and Hong Kong systems, provides advice to the Government, the industry and individuals on the basis of differences and lack of Taiwan.
