摘要

自行車道設置對於海岸環境及休閒產業之影響-以北部濱海自行車道為例

台灣土地面積狹小，但是四面環海，海岸線總長更廣達1,140公里之長，由於長期接觸台灣四周的濱海海域尤其是北部海岸，對於海洋海岸總有一份難以言喻的情愫，在民國 92 年參與新竹十七公里海岸線自行車道的規劃，期間更加深了對於海岸的了解，在自行車道設計規劃過程，對於沿海自行車道規劃設計的專業思維應當具備如何的生態保育觀念，一直存有相當的疑惑；在以觀光遊憩的商業行為所結合的自行車道規劃對於生態及人文景觀之影響是本研究之動機。
在進行本調查研究的過程中了解目前國內研究自行車道的專業研究報告，大多從騎乘、觀光形式、活動休閒能力、自行車道路面設計等等方向為研究的主軸，而相關涉略路線規劃與海岸發展問題與施工方法的研究非常稀少，主要還是以「行政院體育委員會」委託「中華民國景觀協會」編撰的『自行車道設施設計準則彙編』的設計手冊為主要規劃選線的參考原則，因此本調查研究將從自行車道的路線選擇導入，探討一、與海岸相關規劃的調查分析。二、施工現狀的調查檢討。三、與周邊休閒產業相關發展的現狀問題調查，等三項為主要研究方向。
本研究發現從早期自行車道設計的工程規劃觀念演化到近年對於生態及文化景觀的探索，對於今日自行車道之規劃及設計施工上均有極大之影響，因此希望透過對於自行車道的相關調查，提醒海岸開發的問題，在未來相關規劃上能對於整體國土發展有所助益。
研究目的及成果為：
1. 釐清濱海自行車道對海岸環境之影響。
2. 檢討濱海自行車道的設計與施工問題。
3. 探討濱海自行車道的使用管理問題。
4. 提出濱海自行車道與生態、文化及休閒產業共構發展之可行性建議。

In for this investigation of process in the understanding currently domestic research bike road of professional research report, most from riding take, and sightseeing forms, and activities leisure ability, and bike road surface design and so on direction for research of spindle, and related involved slightly route planning and Coast development problem and construction method of research very scarce, main also is to "administrative homes Sports Committee" delegate "Chinese Republic Landscape Association" compiled of "bike road facilities design guidelines compilation" of design manual for main planning selected line of reference principles, This investigation will select Import from the bicycle road routes, discussion, and coastal-related planning survey analysis. Research on the construction of the second review. Third, and the surrounding issues related to development of leisure industry survey, three major areas of research.
This study found that from the early project planning of bicycle design concept evolution in recent years for exploration of the ecological and cultural landscape, for planning of bicycle lanes and today has a great influence on both the design and construction, therefore hoped that bike path-related investigations, reminding of coastal development problems, can in future planning for the overall land development help.
Study goals and outcomes are:
1. Clarified the influence of coastal cycle path on the coastal environment.
2. Review the design and construction of coastal cycle path.
3. Exploring the use of coastal cycle path management issues.
4. Proposed coastal bike path and ecology, culture and leisure industry a total reconstruction of feasibility of development proposals.
