鋼筋混凝土公有建築物耐震能力評估之探討

中文摘要 公有建築物在全國分佈密集且於防災救災體系中扮演地區性防災救災中心的角色,故其結構之安全性非常重要,因此公有建築物之設計地震力較一般建築物高出百分之五十,但是近年來幾次大地震中,公有建築物所受到的損壞卻日趨嚴重,921集集地震發生後,更喚起了人們對地震災害的重視,故如何正確評估建築物之耐震能力成了非常重要的課題。在國內,目前以內政部建研所於88年公佈的「鋼筋混凝土建築物耐震能力評估法及推廣」之評估方法,其理論架構較為完善,所以較為大家所接受。 所謂耐震能力,係指在地震力作用下,利用建築物之強度與韌性,使建築物產生崩塌之地表加速度 。本文的建築物耐震能力評估,是以結構物各桿件之實際尺寸,材料性質及斷面配筋進行分析。 本文除了對最近數次地震中受損的公有建築物進行耐震能力評估外,並針對其耐震能力不足之處,提供結構物耐震補強的方法與建議,如增設混凝土剪力牆之補強方式,進而使公有建築物達到耐震能力之法規標準,期許在未來能作為耐震補強工作之參考。

ABSTRACT Public RC buildings distribute in the whole country intensively and play an important role in refuges after earthquakes, thus the seismic design code is more rigorous then other buildings. Although so, the damage of public RC buildings after earthquakes is still much more. After the Chi-Chi Earthquake occurred, people in Taiwan are awaked to pay attention to the earthquake. It becomes a very important topic how to decide seismic capacity of buildings. In Taiwan, the 1999 editions of “Seismic Capacity Assessment for RC Buildings” was issued by Architecture & Building Research Institute, its theories structure is more perfect, so structural engineers can easily accept it. The seismic capacity of buildings stems form the strength and ductility to withstand earthquakes, and the seismic capacity, Ac, is the ground acceleration which causes buildings collapse when earthquakes occur. The seismic capacity evaluation in this study makes use of the member dimensions and properties of the buildings to get the strength, ductility, and failure mode of elements. In this thesis we take several public RC buildings for example to evaluate the seismic capacity, and in accordance with the insufficiency of seismic capacity, we also make some plans to enhance the seismic capacity and compare the plans to provide suggestions for strengthening design.
