當代藝術和舊社區的遇合—台北當代藝術館社區脈絡之研究

摘要


台北當代藝術館位於獨特的地理位置之上,不僅建築上與建成國中「共構一體」,而且更座落於發展稠密的舊市區;同樣不可忽略的是,曾經是建成小學及台北舊市府的台北當代藝術館處於多元的歷史脈絡之中,它不僅擁有市民珍貴的集體文化記憶,同時也曾是公私單位團體相競爭取的對象。 市政府相當清楚當代館在地理人文區位上的特殊性,深知其為未來營運管理上的重要影嚮因素。根據台北市立美術館的「台北市第二美術館簡報參考資料」(2000.04.23),其對現今正式命名為「台北當代藝術館」的功能目標及主要規劃方向有三大項,其中第三項即是:「規劃成能和社區、學校結合之美術館,充分發揮社會教育功能」。在五項發展重點上,則有二項是「與社區互動」息息相關的:一是「改善台北火車站附近舊市區文化環境」,另一則是「成為大台北都會中,社區文化發展與美術教育結合之典鎚」。不論是從規劃方向或是發展重點都可以看出,市政府對社區、學校與藝術館之間如何互動與結合發展非常地重視,並賦予高度的期待。 但是從民國九十年開館至今,除了辦過一次展覽「長安西路神話」和所處之社區有密切相關的議題之外,幾乎再沒有任何和社區脈絡相關的展覽或活動,偌大的廣場也沒有讓居民自由利用,甚為可惜。建築物雖為古蹟,內部卻沒有詳加說明古蹟的歷史脈絡,呈現出歷史記憶的斷裂。本文除了檢驗台北當代藝術館是否落實當初的規劃方向,也希望找出一條連接當代藝術館和社區居民的線,使得藝術能真正落實到居民的生活之中不致成為菁英文化,進而建議規劃一文化街區,發展文化產業。

The Museum of Contemporary Arts in Taipei is located on a specific site, where its architecture “coexists” with Chien-Cheng Junior High School and is situated in an old district which is densely developed. It cannot be ignored that The Museum of Contemporary Arts in Taipei, which was the former Chien-Cheng elementary school and former Taipei City Hall has the diversity of historical context. It not only collects the precious cultural remembrance of the residents, but also was the target which the diverse public and private institutions have been strongly fighting for. The Taipei City Government clearly recognizes the importance of The Museum of Contemporary Arts in Taipei in its geographical and cultural context, and knows that it will be the major concern for the management in the future. According to the briefing material from Taipei Fine Arts Museum (2000.04.23), there are three main directions of the functional expectation and scheme for now officially named “The Museum of Contemporary Arts in Taipei”, one of which is “to be planned as a museum to work together with the community and school, and to bring the function of social education into full play. Among the five key points of development, there are two closely related to “to interact with the community”: One of them is “to improve the cultural environment of the old district near the Taipei Railway Station.” The other one is “to become a model for the combination of the cultural development in community and the education in art.” Both from the main directions of the scheme and the key points of development can we see that the Taipei City Government puts strong emphasis on the interaction and development between community, school and museum, and has great expectation for it. However, from the inauguration of the museum in 2001, there weren’t many exhibitions concerning with the community context except the one called “The Legend of Chang-An West Road.” Even more, the open space and plaza is not very welcome for full utilization by the residents, which is really a pity. Although the building of the museum is one of the historical monuments, there isn’t any illustration or description of the historical context of it in the exhibition space, and there’s no continuity in historical memory. The purpose of this research is to examine whether or not The Museum of Contemporary Arts in Taipei puts the schemes into effect, and to find a connection between the museum and the community residents, so that art would be practicable in residents’ daily life ,not only for the intellectuals. Furthermore, this thesis is to suggest to plan a cultural neighborhood and to develop a new vision of cultural production.
