自備發電機組用戶之契約容量最佳化

摘要


近年來半導體與光電相關之高科技產業迅速發展,平均每個廠區用電量高達十幾萬瓩,產值在數百億元。但如發生電力事故其損失亦可能高達數千萬,因此在業界對電力品質方面的要求相當嚴格,為減少壓降程度及斷電事故,常自備發電機組以提升電力品質。針對自備發電機組用戶,本文旨在研究自備發電機組運轉狀況下,自備發電機發電量與市電購電量間之調度,以及考慮發電機組發電量範圍內如何訂定最佳契約容量。 在考慮自備發電機組發電量不足以負擔全廠區負載狀況,本文首先依據預測之負載使用量及發電機組最大發電量等限制,將最佳契約容量訂定與自備發電機調度形成一最佳化問題。在不同契約容量組合下,比較自行發電成本與購電成本,並納入不同契約容量訂定造成不同費用支出之條件,本文利用基因演算法(Genetic algorithm,GA)求解與台電訂定最佳契約容量值與決定自備發電機發電量,以達到節省總用電成本的目的。 本文採用國內一自備發電機之光電廠機組實際運轉資料、該廠未來用電負載預測、以及購用台電電力費用等資料,驗證本文所提方法之有效性,並與該廠現行使用之電力調度與契約容量訂定作法進行比較研究。由數值結果證實,採用本文所提方法可為該廠於7個月規劃期內,節省約五千萬元新台幣之用電費用支出。

The industry of the semiconductor and the optoelectronics has developed rapidly in recent years. On average, the power consumption of each factory usually reaches up to more than ten-thousand kW, and the output value may have about ten-billion dollars. However, if a power event happens, it may cause loss of ten-million dollars. As a result, the requirements of power quality are quite strict for the industry. In attempt to reduce the voltage sag and interruption events and thus their impacts, often used are the self-owned generating units to improve the power quality. For a customer with self-owned generating units, the thesis aims at studying the problems of dispatching between the power purchase from the utilities and the power output of self-owned generators, as well as setting optimal capacity contracts by observing the output ranges of the self-owned generating units. Considering that the self-owned generating units cannot meet the load requirements of the whole factory, the thesis formulates the setting of optimal capacity contract and the dispatching of self-owned generating units into an optimization problem. In situations of different contract capacities, comparing costs of self-generating power with those of purchasing power cost, and relevant expenses due to breaking the capacity contracts, the thesis uses Genetic algorithm to determine best capacity contracts with Taiwan Power Company and to dispatch the power output of the self-owned generating units. To be achieved is the savings of total electrical power expenses. To verify the effectiveness of the proposed approach, the thesis employs the real data from an optoelectronics factory in Tao-Yuan with self-owned generators. The real data include the operation costs of the self-owned generators, the predicted power load demands, and the purchase cost of power from the utilities. The results obtained from the proposed approach are compared with that currently adopted by the factory for the power dispatching and capacity-contract setting. The numerical results reveal that about 50 MNT$ of electrical power expenses can be saved through the proposed approach during the 7-month planning period.
