科技不斷推陳出新,研發專案計畫無不以滿足客戶需求為目標,同時又要兼顧品質、成本與交期,許多企業及研發機構因此採用同步工程方式,結合各領域之專業人才組成研發專案團隊,共同為開發目標產品而努力。然而惟有將對的人放在對的位置上,方能確保團隊的組成可以發揮正常功能,是以團隊成員的選取至為關鍵,有效的進行研發專案成員選取的評估確有其必要性。 本研究經由文獻探討,整理並提出成員選取之評估架構與選取程序,採用多準則決策方法,量化成員選取的各項要素,完成人力配置與選取,依序解決成員選取過程中「量」與「質」的問題。首先建構成員專業背景選取之評估架構,完成相關權重分析,按整體權重之排序進行達成各項工程技術所需不同專業人數配置,後續由各功能部門所提供之可選取成員進行篩選及評估,最後藉由定義團隊工作能力及工作關係的組合函數,計算出所有可能的候選成員組合函數值,選擇其最大值為最適的成員組合。 為驗證選取程序之可行性,本研究以某國防科技研發機構之研發專案為例進行實證分析。結果顯示可以經由研究中所設計的評估架構及方法,以量化的評估程序達成專案團隊組成時的「量」的確定與「質」的篩選,此程序同時顧及專案團隊組成時挑選成員所需考量的諸多因素,改善以主觀方式挑選成員的偏頗,並有助於專案管理。後續研究者可就不同性質之專案團隊組成時之評估架構建立或人力運用方式深入研究,此外也可朝決策支援系統及人力資源資料庫的建立等方向進行探討。
Technologies have being developed rapidly and continuously. The R&D projects do everything for satisfying the customer’s requirements, also quality, costs, and delivery at the same time. Thus many businesses and R&D institutes make efforts on new products research and development by concurrent engineering process through building up a R&D project team, which gathers many functional professionals from various engineering backgrounds. One way we can reach the projects’ goal is that we assign the right members on the right positions to present the normal function of R&D project teams, so it is essential to evaluate and select team member of them. This paper summarizes and presents a process with evaluation structure about team member selection through past researches studied. We use the Multiple-Criteria Decision Making(MCDM)methods to quantize the criteria of team member selection. The main purpose of this paper is trying to assign and select R&D project team members step by step for solving the issues about “quantity” and “quality” of this process. First of all, we build up a proper evaluating structure of engineering background, and then just allot members to the team accrodding to the rank of its global weights. Next, all members provided by different functional departments we can choose could be screened and assessed about “knowledge”, “teamwork capability” and “working relationship”. All combination values are calculated by a defined function that combines the rating results above for each possible candidacy assemblies at last. The one which has the maximum combination value is the most proper assembly, and people in this assembly just the members we should select. Especially this paper takes a R&D project of some National Defense Department’s R&D institute as an example to verify the process.The result of this paper shows that the procedure of team member selection verified by an example is available. It surely confirmed the assessment structure can reach the aim of quality and quantity request of R&D project team building. The process takes care of many factors for team members’ selection to reduce managers’ subjective assessmemt. It’s helpful about project management. Certain aspects of future research can lead to build up evaluation structure of different project type, workload or recource capacity. The other choice of succesive study could be the decision supporting system or human resource management data bank development.
