環境管理規範整合模式之建立與實證分析

摘要


近年來,廢棄物、毒化物、及溫室效應已成為近年來全球最重視的三個環保議題, 歐盟於2003開始陸續公告廢電機電子設備回收指令(WEEE)、電機電子設備限用物質指 令(RoHS)以及耗能產品之環境化設計指令(EuP),正是希望能藉由此三個指令來達到電 子設備廢棄物有效回收、停止有害物質的使用及減少能源的消耗,以達到降低產品對環 境及人體健康的影響。有鑒於台灣目前已是世界貿易組織成員之ㄧ,隨著國際環境規範 趨勢,嚴然對我國電子電機產業經濟發展帶來莫大衝擊。 本研究透過文獻探討與專家意見,將價值鏈結合產品生命週期建構出「環境管理規 範之整合模式」,目的是作為國內產業在導入環境管理規範時,從產品規劃、產品設計、 產品建造、產品生產、產品銷售與配送及產品報廢與回收等階段,有系統地將每個生命 週期階段環境管理規範執行項目進行整合,以瞭解導入環境管理規範整合之情況,最後 藉由實證的調查,分析國內不同產業環境管理規範整合之情況,並利用績效管制矩陣找 出企業在環境管理規範整合時,落入改善區的環境管理規範執行項目,並採取適當性的 策略去修正,作為企業在整合環境管理規範時地參考依據。

Waste, hazardous substance and the greenhouse effects has been three global important environmental subjects. Based on the 2003 European Union have announced Waste Electrical and Electronic Equipment (WEEE), Restriction of Hazardous Substance (RoHS), Eco-Design Requirements for Energy Using Products (EuP), three directs will make the Waste cycle efficiency of the electronic equipment and recovery, stopped using the hazardous substance, reduce energy consumption, reduce the products to the environment and human health influence. In fact, Taiwan is one of the member in WTO. It impacts the industries of Taiwan in environment management provisions. The present study addresses this problem by using a literature review and an expert panel to develop a integrated model of environment management provision based on ‘value-chain model’. The study conducts the empirical study survey for the industries in order to understand the integrated situation of the environmental management provisions in Taiwan. Finally, the study uses Performance Control Matrix (PCM) to investigate which existing integrated model of environment management provision make the most significant contribution to enhancing the implement of these environment management provision item.
