摘要

隨著經濟國際化與自由化，各國莫不以追求經濟成長為目標，國防建設的重要性也逐漸被忽略，在國防預算無法因經濟成長而提高時，國防預算效率與生產力已成為各國防主管單位的重視。本研究為運用資料包絡法來衡量1986-2006年間世界各國國防預算績效，並以麥氏指數來衡量各國在不同環境特徵下生產力變動情形。就國防預算整體效率而言，我們發現1.國家經濟的強弱主導國防武力的發展2.物價水準與兵力結構為影響國防預算效率的主要因素3.國防預算有遞增效果存在4.凡具有高國民所得、領土型態以海權為主及高海空軍編組結構等環境特徵的國家表現生產力表現較為穩定5.中共國防預算成長是必然的趨勢。我們因而提供了優先強化經濟、加速國防轉型、確認國家整體戰略目標、注意資源配置效率、引進企業管理方法來提高經濟效益，以增加軍事投資規模額度等建議，並希藉由本研究使國防部及研究機構能考慮建立適當衡量產出戰力指標，除可利用DEA及麥氏指數分析各國國防預算效率外，更能做能戰略目標及軍事分析之決策。

Along With the economic globalization and liberalization in the international community, the economic growth has became the ultimate goal for all nations, while the importance of national defense is overlooked. Given the fact that the budget of national defense can not grow with the economic growth, the efficiency and productivity of the national defense budget have gained the attention of the authorities concerned. This research is conducted with the methodology of Data Envelopment Analysis(DEA), aiming to measure the efficiency of national defense budget in the world from 1986 to 2006. The fluctuation of productivity under different circumstances is also measured by the methodology of Malmquist Index(MI)。In terms of the overall effiency of the national defense budget, the countries with better efficiency are characterized by their lower Gross Nation Income(GNI), and lower percentage of the navy and air force. The main reasons are as follows.First, the strength of the national economy led the development of the defense force. Second, the price levels and force structure of the main factors that affect the efficiency of the defense budget.Third,defense budget increment.Forth,where a high national income and Territorial patterns is ocean power or navy and air force formation structure , Countries have demonstrated that productivity performance is more stableeffect.Finally, Communist China's defense budget growth is an inevitable trend. As a results, we provide a priority to strengthen the economy, accelerate defense transformation, and to confirm the country's overall strategic goals, pay attention to the efficiency of resource allocation, the introduction of management methods to enhance economic efficiency, to increase the military scale of investment credits recommendations. And by this study, the Department of Defense and research institutions to consider the establishment of an appropriate measure of output indicators of combat power, by DEA and the Malmquist index analysis of the efficiency of the national defense budget, to do can be the strategic objectives and military decision-making
