台北市集合住宅建築設計及都市設計審議階段之專案管理探討

摘要


建築設計流程中,涵蓋不同專業之間,共同參與的組織與技術介面的整合。因此,建築專案設計師等專業人員,必須具備整合的能力,並且在協調過程中,能適時檢驗專案設計品質的落實,藉以提昇績效與競爭力。有鑑於此,如何從組織、規劃一個專案;控制進度、預算,使之付諸施工執行,提供一個完整的架構、導入專案管理(Project Management;簡稱PM)之觀念;有系統地推展專案管理模式,提升建築設計、工程專案管理之品質與專業形象之落實,為本論文研究闡述之重點。 本研究試圖建構建築設計執行專案管理之系統架構。首先,整合專案中各階段的多項變數,進行文獻整理以及資料蒐集,經由分析與整理之後,歸納出專案管理的定義及內涵,建立建築設計專案指標與分工架構。其次,藉由研究者從事建築設計之實務經驗,透過質性研究方法,就個案公司執行專案之模式進行實際的運作過程並作分析探討,希冀達到下列目的:1. 經由實際執行之專案,掌握適用於建築設計專案管理之內涵。2. 建構具實務操作可行性之中、小型規模建築設計專案管理系統。 本研究主要的研究內容可分為以下幾點:1.定義專案任務2.進行專案之規劃3.專案資源之組織4.專案設計之執行與進度管控5.專案設計之結案與評估,以及提供一個適合「建築設計專案管理系統」之階段流程。 一宗建築設計案,個案過程區分為:業務開發階段、初步設計階段、請照階段、細部設計階段、發包階段、施工管理階段、驗收階段。每一階段工作內容都極為細微且相連,而且階段性時程常因整個專案期限精短而緊迫,更因為建築設計之空間多為人們使用需求及市場為前提,其細部之變數繁複,時常難以估計。所以對於人力資源、技術整合、及設計概念落實於結果中,這些都必須在專案開始之設計規劃階段,作出妥善計劃,才能在後續專案施行的過程中,俾利於人力資源及任務之分配,以及資訊整合與專案之控制。 本論文僅以「台北市集合住宅建築設計及都市設計審議階段專案管理」之範圍,深入探討研究,論文撰寫以建築設計階段至請照完成為專案執行說明之重點,亦為本論文說明及討論之研究範圍;區別、釐清建築工程開工及執行介面部分,作為後續研究建議。

The architectural design process includes participation and integration with different professional organizations and technical interfaces. The building project designers and other professionals must have the ability to integrate their works, test the implementation quality continuously during the project coordination process, and improve performance and competitive ability. In view of this fact, this thesis will focus on how to plan, organize, control, and budget the construction execution by Project Management (PM) system to adopt a project management model for better building design, engineering quality, and professional image. This study attempts to construct the architecture of the project management system for design and implementation of buildings. First, by literature review, a number of variables are integrated from the various stages of the architectural project. The secondary data is collected, analyzed, and summarized to get the definition of the project management, the indicators of the project execution,and the division of the project tasks. Second,by the researcher’s practical experience in the architectural design, analyzing the project operation process of the particular company, through qualitative research methods, this thesis has the following two objectives: 1. through the real implementation, understand the connotation of the architectural design project management. 2.Construct the practical operation feasibility of small-scale architectural design project management system. In this study, the research content can be divided into the following items: 1. Object definition. 2. Planning. 3. Resource organization. 4. Implementation and control. 5. Outcome evaluation, and 6. Providing a practical connotation of an architectural design project management system. An architectural design process can be divided into: the business development plan, the preliminary design phase, the permission approval, the detailed design phase, the contracting, the construction management, and the acceptance phase. The work content of each phase is extremely detailed and interacted. The schedule of each phase often is short because the architectural design for the space usage should follow the demand of people and market change. The details of the variables are complicated and often difficult to estimate. Therefore, human resource, technology integration, and implementation result of design concept have to consider at the project beginning. If we can make a proper plan to start, the follow-up processes of the project can be beneficial for the allocation of human resources and tasks, information integration, and project control. This thesis is based on “Taipei Congregate Housing Design and Urban Design Review Phase of Project Management". The scope of the study is from the architectural design phase to the permission approval. From the construction start to the interface execution should be a follow-up study.
