從英國鐵橋谷經營管理計畫探討台灣產業文化資產經營管理策略機制之建立

摘要

臺灣自2002年推動「產業文化資產清查」以來，我們在初步的清查工作上已漸趨完整；然而在推廣執行層面上，除了積極地規劃再利用方案外，尚未有完整的保存維護方法與法令規範，以及合適的經營管理方式。此研究藉由國際工業遺產中，在1986年第一個名列世界遺產的英國鐵橋谷作為案例，分析其背景與經驗當作借鏡參考，並再檢討目前臺灣產業文化資產的營運作法，試圖建立出適合臺灣產業文化資產經營管理之策略機制，期許能與國際工業遺產的保存發展方向做接軌。
本論文的研究內容主要如下：
1. 了解英國鐵橋谷名列世界遺產場所前後之背景歷程，檢視其經營管理之具體計畫與行動，進一步列出其系統化的的途徑與比較分析之程序步驟、合作夥伴組織與保存範疇之等議題。
2. 為與國際化做接軌，若以申請提名產業文化資產登錄世界遺產場所為目標，詳細定義臺灣產業文化資產之卓越的普世價值，評量其文化和自然之特殊性是否具有符合世界遺產適切性標準之潛力？
3. 藉由參考世界遺產標準之規範做資格審查清單，設計出適合臺灣產業文化資產之經營管理的策略機制，作為未來臺灣產業文化資產經營管理之參考，為本研究欲達成的一點貢獻。

The primary investigation process has been done as Taiwan authority gives an impetus to Industrial Cultural Heritage Investigation since 2002. When it comes to popularizing and executing, though we implement Programs of Planning and Reuse, there is shortage for methods of Preservation, Conservation, Regulations and appropriate Management. This research discusses current operating actions of Taiwan Cultural Heritage according as analyzing Ironbridge Gorge in England which was first internationl industrial heritage listed as World Heritage Site in 1986. Expect we can make well connection with international industrial heritage preservation method by establishing managing method for conservation strategy of Industrial Heritage in Taiwan.
Research content is listed as below:
1. Pointing out the partnership organizations, preservation area as well as process of a systematic approach to World Heritage Criteria and Comparative Analysis by understanding background of Ironbridge Gorge in England which was appointed as World Heritage Site, examining managing proposal and action plans.
2. What if we see getting nomination of Industrial Heritage for inscription on the World Heritage List as target for make good connection with global standard, does significance of cultural and/or natural conform to world heritage criteria by defining outstanding universal value of Taiwan cultural heritage?
3. Design appropriate Taiwan Industrial Heritage operational management policy by referring International Standard Qualification Audit list. This essay will make a few contributions as reference of Industrial Heritage operational management for future Taiwan.
