企業推動環境管理與綠色產品之績效衡量

摘要

為因應全球輿論壓力、世界環保趨勢和國際市場要求永續發展的需求，任何一個國家或地區的產業如果不加強環境保護的工作、未善盡環境與生態保育之責，將會受到國際社會的制裁。為了更有效管理和處置電機電子廢棄物，國際間展開一系列相關的活動與法令規定，而企業走向綠色設計、綠色製造、綠色使用、及建立完善的回收機制成為必然的趨勢，故如何呈現企業之環境績效遂成為各企業組織發展的重要課題。有鑑於此，本研究建立一套整合性的環境績效評估系統，首先依據文獻的探討和分析發展出環境管理績效評估系統的架構，並透過專家學者的建議篩選出影響企業環境績效的項目，最後再以問卷調查的方式進行實證研究。
本研究透過對績效指標認知的重要程度和各企業的實施情形做實證調查，並利用 SPSS 統計軟體進行相關統計分析，藉以瞭解企業環境績效的表現狀況及其重視的評估指標。此外，本研究以「產業別」作為區分，利用問卷的結果導入績效管制矩陣（Performance Control Matrix），確認不同產業中哪些指標會落入改善區，加以探討及提出改善的對策。期望經由此績效的呈現，可作為產業界評估企業內部環境績效的參考依據，並提供未來將推行綠色產品之企業組織一個更明確的參考架構，以有效提昇產業界的整體環境績效及企業的競爭優勢。

The increasing emphasis on environmental protection has forced firms in virtually all industries to implement environmental-management systems and to produce ‘green’ products. The activities of ‘environmental management and green production’ includes all efforts to minimise the adverse environmental impacts of a firmprocesses and products throughout their life-cycle. However, the question of how to evaluate the performance levels such efforts is an important issue in all industries. The present study addresses this problem by using a literature review and an expert panel to develop a proposed framework for environmental management activities based on ‘value-chain model’. After the performance evaluation system for the environmental management and green production is developed. The study conducts the questionnaire survey for the industries in order to understand the implementation situation of the environmental management and green production in Taiwan. From the analytic results of the questionnaire survey, we also address the improvement areas of the environmental management for the industries. In the final, we see the tool of performance evaluation matrix to analyze the implementation performance on the practices of environmental management and address the items to be improved.
