　 社會福利支出範圍包括了：社會保險支出、社會救助支出、福利服務支出、國民就業支出、醫療保健支出等五項支出，社會福利支出最令人詬病之處在於支出的受益對象偏重在某些特別族群，使得全民享用社會福利的情形更為扭曲。
國內研究比較缺乏探討地方政府社會福利支出，因此，本文以2003-2006年25個縣市社會福利支出的追蹤資料模型，分成公益彩券、地區人口結構、地方政府財政、政治因素及醫療資源等五個構面11個變數來探討。研究結果顯示人均實質淨社會福利支出和人均彩券盈餘在1%顯著水準下成負相關；和老人人口比率在1%顯著水準下成正相關；和失業率及選擇週期在5%顯著水準下成正相關；和彩券盈餘管理制度在10%顯著水準下成正相關。

Abstract
The expenditure range of social welfare includes: Social insurance expenditure , society succour the expenditure , welfare and serve the expenditure , people and obtain employment five items of expenditure , such as expenditure , medical treatment and health care expenditure ,etc., the social welfare expenditure makes the place which people condemn lie in the benefited target of the expenditure lays particular stress on in some special ethnicities most, make the situation that the whole people enjoy the social welfare twist.
Study and relatively lack and probe into the social welfare expenditure of local government at home, so, this text is with the track materials model of the social welfare expenditure of 25 counties and cities of 2003-2006 year, the discussion comes to divide into five literary composition surfaces and 11 parameter , such as color certificate of public good , regional population structure , local government finance , political factor and medical resource ,etc.. Result of study show per capita essence net social welfare expenditure and per capita to applause certificate surplus show competence become defeated by relevantly in 1%; Become positive correlation with old man's population rate under 1% of the competence of showing; And choose cycle to become positive correlation under 5% of the competence of showing with the rate of unemployment; Become positive correlation with the color certificate surplus management system under 10% of the competence of showing.
