摘要


政府必須負擔以妥善利用及監督生產資源的使用讓產出極大化的責任,使得人民得到較好的服務與收入,使其得到更好的生活水平。政府也可制定法規來增加國家的競爭力,國家競爭力是在持續增長的製造生產率觀點上,政府用於確保增進國民社會福祉的國家經濟能力。 許多研究指出為增進國家競爭力必須借助品質改善的方法,例如:設置國家品質獎,本研究中提出一個概念架構讓國家可以利用持續改善活動來增進競爭力,以台灣持續改善品質成功案例為基準,印尼擁有機會去建立品質獎,來增加國家的工業競爭力達到全球競爭力且在高經濟成長的環境中得到收益。 本研究目的為建立供印尼政府使用之國家持續改善品質獎標準,本研究應用計畫、執行、查核、行動(PDCA)循環模型來改善國家持續改善品質獎以確保順應全球競爭力變化的潮流。

Government has responsibility to provide a better life for their citizens through better services and higher income by utilizing and monitoring the resources to the maximum level of outputs. They also can make regulations to increase national competitiveness. National competitiveness is a capability of a national economy to operate ensuring an increasing welfare of its citizens at its factor productivity sustainably growing. Many research papers suggested national competitiveness achieve through quality improvement methods such as the national quality award. In this study, we provide a framework that enables nations to improve their competitiveness using continuous improvement activity. Base on the success story of Taiwan Continuous improvement award, Indonesia has the opportunity develop strong competitiveness industry to achieve global competitiveness and get benefit in high economic growth. This research proposes a continuous improvement award criteria that can be applied in Indonesia. This study also proposes a Plan-Do-Check-Action (PDCA) model to improve the continuous improvement award to make sure the award follows the change of global competitiveness.
