探討台灣第三方逆向物流-關於廢電腦回收再利用的案例研究

摘要


由於工業的發達,電腦科技的快速發展,因而對於廢棄電腦發展出回收再利用的概念來降低對環境的損害。並且因應此問題之出現,建構逆物流系統就是探討之方向。舊產品從消費者端或製造流程中將其回收、再處理、再製造,再重新銷售到市面上的過程為逆物流。藉由第三方物流的存在,政府將有關廢電腦回收之過程交由第三方進行處理。為了知道在逆物流中委託第三方進行業務其流向與流程之詳情,本研究藉由訪談來得到確切之資訊。 因台灣是以半導體製程為大宗之國家,所以國人更換電腦之頻率甚為頻繁,因此廢棄電腦處理發展的問題刻不容緩。由政府進行相關作業之訂定,企業進行配合宣導廢電腦之回收。本研究針對其回收流向之探討,並且期為未來回收狀態進行減量改善提供出相關建議,使未來之家園更為友善。

Due to the rapid evolution of computer technology, developing computer waste recycling to reduce the damage to the environment becomes an vital issue. In response to the emergence of this problem, the construction of reverse logistics system is a solution to this problem. The process that the old or wrecked products are recycled from the consumer or manufacturer, and then are processed, remanufactured, and re-sold to the market is called reverse logistics. With the emergence of third-party logistics, the government can let the recycling process of waste computer handover to the third party. In order to know the details of the flow and process of a third party in the reverse logistics, this study uses interviews and literature review to obtain the exact information. Because Taiwan has a strong semiconductor manufacturing industry, the frequency of replacing computer of the people is very often. Therefore, the development of discarded computer processing function is urgent. The government conducts relevant procedures, and enterprises coordinate the advocacy of computer waste recycling. This study is based on the discussion of the recovery flow of computer wastes, and the reduction of that to provide relevant recommendations to make the future environment more friendly.
