全球經濟型態已正在急遽變化，市場全球化已是企業經營決策的重要目標。面臨市場的激烈競爭，如何讓企業保有競爭優勢，以避免經營成本過高，而為企業帶來經營上的危機與風險，對企業而言做好營運資金的規劃是十分重要的。
在面臨嚴苛的環境考驗下，財務決策者如果可以運用簡便的規劃工具，去規劃如何降低成本和提高利潤，使資金可以妥善運用，另在生產管理上讓有限的資源也得以充分運用，以利達到降低成本、增加利潤的目標。
本研究利用個案公司在中國政策下的資金調度問題，利用線性規劃求解出最小成本的最佳融資配置。另外，面對中國之國內工廠的低利價格威脅下，利用目標規劃來求解出可維持最大利潤的最佳生產配置。
透過本研究以企業決策的立場去探討營運資金控管的模式，從研究結果得知，不但可以為企業找出最佳的資金配置組合，去降低經營成本，以保障應有的利潤和獲利性。對決策者而言可根據實際狀況去調整或修改線性規劃及目標規劃的限制條件，如此，不但提昇決策者的靈活度，也可讓決策能迅速有效的規劃未來，這對企業決策者而言絕對是值得參考的規劃工具。

Abstract

The global economy has been undergoing drastic changes. Market globalization becomes an important factor of business decision-making. In order to keep operating costs down and maintain competitiveness, it is important to make operating capital allocation effective.

This study applies linear programming to solve the problem of optimal allocation of loan under the regulation of China policies. In addition, goal programming is used to find the optimal production allocation.

The results show that, compared with the interest payment without using linear programming, the company in this case can save about CNY 2,000,000 dollars of interest each year. Furthermore, it is easy to adjust the restrictions of the model for different economic conditions. The promptness and effectiveness to reply is just the ability that decision makers need.
