根據市區停車格位使用差異之路邊停車改善策略研究─以桃園縣桃園市及中壢市為例

The Study on Characteristics of On-Street Parking in the Urban Area – A Case Study of Taoyuan and Chungli

摘要


本研究茲在研究並分析市區內路邊收費停車格位的不同停車使用行為,其所可能造成之停車議題,及討論相對應的停車管理改善策略;文獻指出,各區域之停車供需比在每一日的時段分佈上,有著近乎固定的分佈情況,因此若以長時間觀測同一區域之停車供需比,會有其固定的循環模式,意即有著每日固定停車使用尖離峰發生時間、及停車供需比,且越是單純之土地型態,其尖離峰差異越是明顯,反之在多種土地使用型態混合之區域,則較難判斷。 本研究使用2010年桃園縣政府路邊停車收費格位記錄資料,分析各個停車格位其每小時平均使用率、每小時平均轉換率、每小時平均停車延時等停車特性,用以作路段類型分類及分析各類型路段尖離峰之停車使用分佈差異。並利用各時段之停車使用率與停車轉換率分佈情形探討其與土地使用及大眾運輸服務供給之關係,並討論建議各路段產生之停車議題及其路邊停車改善策略。

This study analyzes the different parking usage behavior in urban area, the parking issues raised, and management strategies may be improved; Previous studies stated,parking demand and supply ratio in each area and each day has almost fixed distribution. Furthermore, the less complex the land use, the gap of parking usage between peaks was more obvious. This study use year 2010 Taoyuan County Government roadside parking record data to anlyze hourly average parking occupancy, hourly average parking turn-over rate and hourly average parking duration. These parking characteristics were thereafter used for classified the roads types and parking patterns. In addition, the land use characteristics and transit supplies were brought to further examined the interaction with parking. We discussed the relationship between land use and the distribution of various periods of parking occupancy, parking turn-over rate. Finally we use the actual spatial factor and the hourly parking characteristics to define the various types of roads and discuss the suitable parking stretages.
