桃園縣私立幼稚園後設評鑑之研究

A Study on Meta-Evaluation of Private Kindergarten Evaluation in Taoyuan County

摘要


本研究旨在探討後設評鑑的相關理論與內涵,進行桃園縣私立幼稚園評鑑實施九十至九十四學年度之後設評鑑研究,以了解評鑑實施現況,並根據評鑑標準效用性、可行性、適切性以及精確性四方面檢核評鑑工作之價值與優缺點,並依據研究結果提出具體改進建議。本研究依據研究目的,以文獻分析法、問卷調查、訪談法收集資料,並發展「桃園縣私立幼稚園後設評鑑問卷調查」作為研究工具,針對受評之幼稚園進行隨機抽樣調查,共寄出768份問卷,回收有效問卷390份,有效回收率50.78%。資料處理採用t檢定、單因子變異數分析以及事後比較,以檢核填答者意見之差異情形。 本研究之結論歸納整理如下:就後設評鑑標準而言, 評鑑標準乃是有效執行評鑑工作的重要工具;後設評鑑不僅提供評鑑工作品質保證,也提供後續評鑑實施的改進依據,是整個評鑑工作不可或缺的一環;幼稚園評鑑未能夠真正達到輔導幼稚園優質成長,提昇幼教品質之目標,仍被視為視導、查核的代名詞;獲獎幼稚園比例偏低,為達成鼓勵幼稚園成長的目的,評鑑的實施有賴一套公正客觀的評鑑標準與項目;評鑑委員在評鑑中應致力達成專業性與公正性;受評幼稚園與評鑑人員應互為主體,以協商、溝通為核心 綜合以上結論提出下列建議:建議教育行政主管機關辦理幼稚園評鑑宣導工作時,應建立正確評鑑觀念與信心;應設立評鑑專責機構,確保教育品質;宜加強評鑑委員的專業性及代表性;建立有效的評鑑訊息傳播管道;建議有關單位增設師資培育管道、協助在職教師取得合格教師資格。建議幼稚園應建立自我評鑑機制,追求永續的專業發展;積極爭取政府的補助,達到提升教育品質,造福幼兒的目標;藉由策略聯盟、創新學校經營,共享幼教資源。建議未來研究者探討輔導實施之成效以及選擇合適之訪談方式收集質性資料。

The purpose of this research is to explore relative theories and content of meta-evaluation, and to undertake the meta-evaluation study of private kindergartens educational Evaluation in Taoyuan County (from 2001 to 2005 school year) in order to examine the value, merits, demerits and its implementation in utility, feasibility, propriety and accuracy, and then to provide feasible suggestions for improvement. Data collection involved literature analysis, questionnaire and interview. A ‘Meta-evaluation Questionnaire for private kindergartens in Taoyuan County’ was developed as research tool. Radom sampling was used at the kindergartens. A total of 768 questionnaires were sent out and there were 390 effective questionnaires returned (return rate was 50.78%). The data was analyzed by t-test, One-way ANOVA and posterior comparisons to investigate the different views of the subjects. The findings show that (1) Meta-evaluation standards should be the frame of reference for determining the value and quality of evaluation system; a meta-evaluation mechanism was essential in evaluation system; (2) In order to effectively facilitate the growth and enhance the quality of kindergartens, the goal and system design of evaluation should be examined; (3) a just and objective standard and items of evaluation system need to be established to carry out evaluation; (4) Evaluators should achieve evaluation ethics justly and objectively; (5) Evaluation should be based on negotiation and communication with both kindergarten personnel and evaluators. To summarize the above, the following suggestions are proposed. 1. To the education administration supervisors (a) Manage to guide the kindergartens in education evaluation in order to establish correct evaluation concept and faith. (b) Set up an exclusively independent organization to take charge of the evaluation work and ensure the quality of education. (c) Enhance the evaluators’ speciality and representability. (d) Establish information channel for evaluation news. (e) Establish the gateway for inservice teachers to get teacher qualification such as teacher license. 2. To kindergartens (a) Establish self-evaluation mechanism in order to continue professional growth. (b) Ask for grant and support from the government to enhance the quality of education and benefit the children. (c) Create innovative management of schools and share teaching resources by strategic alliance. 3. To the future study (a) The future researchers could further explore the effectiveness after assisting implementation of evaluation and choose appropriate interview method to collect qualitative data.
