營造產業統包型工程專案知識管理之探討---以F公司為例

摘要

營建工程具有客製化性質，隨著工程的大型化、複雜化及專案化，加上公共工程陸續以BOT、BOO、DB等統包方式發包，可以預見的是統包型工程型態將是未來營建工程發包的趨勢。而在統包型工程施工及管理中，重要的不只是施工技術與能力，如何尋找專業協力廠商、安排施工時程、協調各專業施工團隊、材料及機具設備的採購等，亦是重點所在。

本研究以統包型工程專案施工管理為出發點，透過知識管理，將營造產業所擁有的專業知識加以分析及呈現。旨在探討營造產業統包型工程專案施工及管理之中，有哪些構面適合做知識管理，哪些知識管理活動可以協助營造產業統包型工程專案施工、管理提昇，並探討知識管理的活動與其功能。

本研究採個案研究法，針對國內一家甲級營造公司進行研究，經由知識管理、統包型工程專案等文獻建立出理論性架構後，進行第一階段研究，此階段乃透過專家訪談修正理論性架構，進而建立觀念性架構。接續為進行第二階段研究，此階段乃透過問卷來驗證觀念性架構。

本研究經由文獻探討、專家訪談及問卷調查分析後，探究出營造產業統包型工程專案有專案統合管理、營建施工技術、工程發包、機具設備採購、工程圖說資訊以及法規與合約等知識管理構面，並可利用文件管理、會議討論、社群活動、資料檢索、教育訓練以及知識庫等知識管理活動來解決統包型工程專案施工及管理上的問題，並藉此發展出知識收集、知識儲存、知識移轉及知識應用等知識管理功能。

The purpose of this thesis is to study the cutting-edge Turnkey-Engineering techniques used in the construction engineering. Turnkey Engineering is designed for infrastructure and construction engineering projects that require innovative and complicated techniques. Turnkey Engineering techniques, such as the Build-Own-Transfer (BOT) or the Build-Own-Operate (BOO) or the Desin-Build (DB) techniques, are especially used in the government and the public sectors.

The primary barriers in employing Turnkey Engineering are (a) obtaining the assistance of professional managers, (b) establishing work-flow management, (c) establishing communication between working groups and (d) procuring the necessary tools and equipments. In addition, the multifunctional skills and abilities that are needed in technology and construction present hurdles that must be overcome.

In this thesis, an actual construction company that used Turnkey Engineering at a construction site was studied. Managerial Knowledge and practices of the Construction Industry was used to analyze the company’s management. In order to explore the construction and managerial problems of the Turnkey Engineering Project in the Construction Industry, the following questions are presented and discussed in the thesis:
• How to best use the Management Knowledge?
• What Management Knowledge activities can be used to benefit the management of Turnkey Engineering Projects and also improve the management itself.

An A-rated construction company was selected for the research subject. There were two stages in the research. In Stage 1, the documentation of Management Knowledge and Turnkey Engineering techniques were researched. In addition, professionals were interviewed to get the framework of the project. In Stage 2, a survey was conducted to gather information and its findings analyzed. Finally to explore the relationship of Turnkey Engineer project management and knowledge management, and to develop collection of knowledge store of knowledge, transfer of knowledge and utilization of knowledge.
