灰關聯分析應用於臺灣省各縣市 社會福利執行成效之研究

摘　　要
社會福利與政府財政牽動甚深，有必要對社會福利資源做各類別之優劣配置，倘若配重失衡，其所形成之財政壓力極可能造成整體社會福利體系崩潰，嚴重影響社會福利系統的運作。政府應全面檢討現行社會福利制度已刻不容緩，讓社會福利預算用在真正需要幫助的弱勢族群身上，才符合社會正義。
以往研究中，有多數績效衡量指標，均從外部觀點來設計整體社會福利組織之績效衡量指標，且社會福利組織之績效衡量目前尚無定論，且國內部分績效衡量標乃以主觀方式判斷組織之執行成果，並未符合績效衡量須「可客觀衡量」之要件。本研究採用可靠度極高、簡單易懂、計算方便之灰關聯分析法，提供一套非營利事業績效評估「可量化」的評量制度，來探討社會福利執行的成效。
研究結果發現：
1. 91-95年度各縣市社會福利之總期間效率值排序結果，前五名為嘉義市、澎湖縣、臺南市、臺東縣、宜蘭縣，倒數五名分別為臺北縣、新竹縣、臺中縣、臺南縣，桃園縣。
2. 選擇全年度支出總額與人口數與新竹縣較為相近的宜蘭縣、苗栗縣二個縣作比較，91-95年度3個縣社會福利之總期間效率值排序結果，宜蘭縣排名第一，其次為苗栗縣，最後為新竹縣。
3. 91-95年度新竹縣社會福利之總期間效率值排序結果，身心障礙福利排名第一，其次為兒童及少年福利，再其次為婦女福利，最後為老人福利。

Abstract
The social welfare is deeply correlated with government financial status , therefore it’s necessary to allot the social welfare resources in many ways , once the allotment lost its balance , the financial stress is likely leads to the collapse of entail social welfare , and the operation of the social welfare system tremendously ,Our government should overhaul current social welfare with no delay to make a good use of the budget of the social welfare for disadvantaged minority to tally with social justice .

Most of the previous studies all evaluate the effects of the design of the entire social welfare organization from external point of view , yet the evaluation of the effects of social welfare organization is still beyond determinating . Some local governments still adopts subjective judgement to evalute the effects results of social welfare organizations ,and it’s not comply with the essential terms of objective evaluation . This studies adopts Grey Relational Analysis Method with a high reliability, a simple , comprehensive , and non-profit way to calculate , probe , and evaluate the social welfare implemented effects .

The study results observed :

1.The social welfare implemented effects of the year 2002 to 2006 shows that Chiayi city , Penghu county , Tainan city , Taitung county and ILan county are the best , while Taipei county , Hsinchu county , Taitung county , Tainan county , and Taoyuan county are the worst .

2. In order to make a comparison of the social welfare implemented effects , the Ilan county and Miaoli county of which the total social welfare expense and it’s population are rival with Hsinchu county were selected , the results show that the Ilan county is the best , while the Miaoli county is the second , and the Hsinchu county is the last .

3. The analysis results of the social welfare which implemented in Hsinchu county in the year 2002 to 2006 shows that it’s mental and physical obstacle welfare has won the best effect , while the child warefare and the yourth welfare is the second , the women welfare is next , and the elder welfare is the last .
