從「空間變遷」探討社區街道品質與特色—以臺北市萬全街與青田街為例—

摘要

都市更新Urban renewal含義是對一些欠缺防災規劃的都市及面臨建築物年久失修等相關問題，全面或部份性的重新進行規劃、興建、整理、修砌計劃與工程。一些歷史發展悠久的城市也透過都市更新來解決原有市中心功能性萎縮的問題。綜觀世界上諸多歷史發展悠久的都市，都市更新的目的不只在於強化防災功能，更重要的是涉及地方經濟發展、土地利用、城市美化、集權統治、現代文化等因素，尤其又以經濟發展為最大的影響要素。以此來看，在這些發展歷程中，無論從規劃更新、空間環境還是地緣文化來探討，<人>的因素是占其最主要因子。近年來，都市更新形成了一種趨勢，也是一種都市演化中的一種成因要素，但都市更新的背後所引起的許多紛爭與問題也層出不窮。舉凡都更後所帶來的地價飆漲，貧民區被迫於遷出都會區所造成之爭議，除了有違反憲法之問題外，似乎也引發對於都更背後之意義的諸多討論性。一個區塊經過都市更新後雖然環境被美化了，但使習慣於原本生活方式的當地居民被迫改變原有生活習慣。這在都更所帶來環境更新的美好前景下，背後卻存在著本末倒置之問題，因為人對地方的情感和生活方式被忽略了。提到關於都市更新所帶來的衝擊，近幾年來在臺北市同樣也面臨了相關之問題。

本研究所關注的是嘗試從觀察與記憶的角度切入，透過分析街道、建築空間、景觀環境三者，探討街道環境、建築空間、人文生活三者之間的協調關係。人對於空間與環境的感受，往往會隨著時間與空間的變化產生不一樣的觀點，那是一種回憶，也是人對於空間的記憶與感受，如何將這些諸多時代背景的"存有"去協調與呈現，進而探究對於社區街道之品質構成與其地方特色，是為本研究之研究目的。

鑒於上述研究動機，本研究之研究目的為下: 1.在面臨都市更新的過程中，環境意象的演化與場所精神的流失、塑造對於未來空間與街道會產生何種型態。(探討形態) 2.空間對於人的記憶是會隨著時間去演變，各時期文化的植入對於街道與空間整體的環境意象的影響是存在的，而這些不同時期的記憶與意象片段最後能否轉化對於人體感受的總體認同。(觀察現象) 3.組合前兩項，探討新舊環境意象的變化及演鐸，過程中對於街景與空間的變化與影響，會產生怎樣的化學作用，抑或者會演變成探討都市更新正反兩面下對於都市空間與街道景觀的變化影響。(界定品質)

【What is Urban renewal?】.Means that the some of the lack of urban planning and disaster prevention-related issues facing the building fell into disrepair and so on, in whole or in part of re-planning, construction, finishing, hermitages planning and engineering. Some cities have a long history of development through urban renewal to solve the original problem of the center of functional decline. Looking at many of the world's long history of urban development, urban renewal purpose is not only to strengthen disaster prevention capabilities, more importantly, involve local economic development, land use, urban beautification, authoritarian rule, modern culture and other factors, especially economic development to the maximum again the impact factors. This view, in the course of these developments, in terms of planning updates, geo-spatial environment or culture to explore, 【People's lives】element is the most important factor accounting for. In recent years, urban renewal form a trend, but also a kind of evolution of the causes of urban elements, but behind many disputes and problems caused by urban renewal are endless. For example, we have more after soaring land prices brought about, was forced to move out of the slums the metropolitan area caused by the dispute, in addition to violations of the Constitution, but also seems to have more meaning behind the initiation of discussion of many. After a city block urban renewal though the environment has been beautified, but so accustomed lifestyle of local residents had been forced to change the old habits. This environment has a bright future update brought more under, but there are problems behind the cart before the horse, because the local people's emotions and lifestyle are ignored. Mentioned about the impact of urban renewal in recent years in Taipei is also facing the problem related.

The Institute of concern is to try to cut the angle from observation and memory, through analysis streets, architectural space, three landscape environment, explore the neighborhood environment, coordination between architectural space, human life between the three. People feel for space and environment, often change with time and space to produce a different point of view, it is a memory, but also the people for the memories and feelings of space, how many of these historical background of "there" to coordinate and presentation, and then explore the streets of the community for quality constitute its local characteristics, the purposes of this study research.
