治水與生態共構之公園：以石門水庫後池左岸為例

摘要

石門水庫後池護岸每遇風災便被破壞，為此政府動輒投入上億元修復公帑，以確保護岸功能，為將經費發揮其應有的建設上，探討其治本之研究及結合地方特色及居民需求，為此主因，並作為主管機關推動治理之建議。
而本文探討後池左側護岸遭受颱風災害損壞原因，參考國內外相似功能之近自然生態工法，研擬護岸之永續建築對策。將原後池之混凝土構築護岸及其十三公頃腹地融合當地景觀，以人工輔成自然，自然完成人工的理念孕育出自然環境景觀。強化後池護岸的更生機能結合生態工法共構為治水與親水的公園。
護岸順應自然沖蝕，以順水代替治水作永久治本性之建設：以管理當局委託專業單位整理之水文分析資料，預估護岸最大衝擊所在區段，依時間作階段性之時程規劃作合理之腹地退縮以順水模式治理，並配合局部基礎工程構築，達到鞏固池岸邊坡。後池左岸腹地所在區域，規劃為治水公園，調節供水及觀光：為利用綠地護坡引流洪水，對本區域規劃三大對策為低水（溼地）、親水（調整池）、保全草坪（腹地草坪）地域等，並導入附近農村環境及青山綠景，目標成為地方特色及展現場所精神的表徵。
