台灣的經濟發展,已由工業經濟轉變至服務業為主流之知識經濟時代。在面臨全球化與國際化之知識經濟發展時代,欲提升國家競爭力,必須發展具高附加價值的產業,而其中於發展重點產業中,觀光相關產業即為重點產業之一。 近十年來,由於觀光產業蓬勃發展,亦帶動國內觀光相關科系快速成長,雖滿足了國人對於專業技術學習之需求,亦大量的培養觀光專業技術人才,不過,卻也引發學校如何有效利用教育資源的疑慮。另一方面,建立高等技職體系觀光相關科系競爭力指標之評估工具與標準亦是一個尚待發展之領域。 本研究旨在檢視高等技職體系觀光教育的發展目的與重點,藉此建構觀光教育競爭力指標系統,以作為未來該體系觀光相關科系成效評估以及發展規劃之參考。透過文獻探討,並輔以深度訪談法,據以瞭解並初擬高等技職體系觀光教育科系競爭力指標構面及指標項。最後,運用修正式德菲法進行專家問卷,建立高等技職觀光教育科系競爭力指標之架構。 研究結果,確立「學生表現」、「教學資源」、「教師素質」、「課程設計」及「產學合作」共五大構面,29個指標項,提供觀光相關科系一套客觀評估發展規劃之參考。希冀未來作為觀光相關科系教育評估其產出品質的衡量參考工具,以提供未來觀光相關科系未來規劃發展之參考建議。
Taiwan's economic development has transformed from industrial economy to knowledge economy, in which the mainstream lies in service industry. In face of the era of globalized and internationalized knowledge economy development, it is necessary to develop the industries with high-value additions so as to enhance the national competition. And in this case, tourism and relevant industry is one of the critical industries being developed. However, since the past decade, with the vigorous development of the tourism, domestic tourism departments have been rapidly growing in number. Although this has satisfied public demand for special technique study and has educated a great number of skilled experts for tourism, it also triggers another issue of how schools can effectively use the educational resources. In addition, it still remains a domain that needs to be further developed to establish the evaluation tools and standards for competitiveness indicator in the tourism-relevant departments of higher technological system The aim of this research is to inspect the purpose and direction of tourism- education development in higher technological system, by which to construct the competitiveness indicator system for tourism education. The competitiveness system will be used as a reference for the evaluation of performance, and future-development planning. Through documental discussions, complemented with method of depth interview, we can understand and roughly draft the aspects and items of competitiveness indicator in departments of tourism education of higher technological system. The final way is to conduct the expert questionnaires by using the modified Delphi method to build up the outline and content of competitiveness indicator in departments of tourism education of higher technique duty system The findings of this research are categorized into 29 indicator items in five major aspects: student performance, teaching resources, quality of teachers, curriculum design, and university-industry liaison system, providing a set of objective evaluation tools for tourism-relevant departments. This study is hopefully to be used as a reference tool to evaluate the quality of tourism education, and to provide the suggestions for the future-development planning in tourism-relevant departments.
