信義鄉地方產業發展中的社區角色—以桐林、雙龍社區為例

面對全球化與環境多變，地方產業發展是大勢所趨，也是當前政府、企業、第三部門與社區要共同面對與努力的課題。因此，地方產業的發展不再只是傳統產業，由於全球與地方不斷的互動，所以地方產業不但要因應全球化的衝擊，另一方面又須面對產品生命週期的發展趨勢，也因此地方傳統產業必須營造出獨有的優勢與特色.，才有永續生存的競爭力。而信義鄉桐林及雙龍社區的產業特色，應在優勢的自然環境及豐富的人文地景與精緻農作的發展契機下，結合鄉內的資源與能量，為信義鄉地方產業的發展帶來新的願景和希望。本研究藉由「地方產業」發展的分析觀點，探討桐林及雙龍社區地方產業的發展，以開創傳統地方產業發展的願景與多元性，以及達到下列研究的目的：一、桐林社區地方產業的發展優勢，要如何活化才能充分營造與展現地方產業的發展特色。二、雙龍社區如何整合資源有效發揮傳統產業競爭之優勢，活絡地方經濟之發展。三、對於桐林、雙龍社區地方產業未來的發展與願景，就產業現況分析與策略提供一套契合現實的政策建議。總之，經由桐林、雙龍社區產業發展的探討，瞭解其角色的扮演及功能的發揮來振興及提升信義鄉地方產業發展的優勢。

Abstract Facing the globalization and the changeable environment, the local industry development is the recent trend. It is also a lesson that the government, the enterprises, the third sector, and the communities should face and make efforts on. Therefore, the local industry development is not the traditional industries anymore. Owing to the constantly interaction between the globe and the local, the local industry should not only confront the influence of the globalization, it also has to face the development trend of the life cycles of the products. So the traditional industries should make unique superiority and characteristic to obtain the competence of sustainable lives. The industry characteristic which is based on the advantaged natural environment, the abundant humanity landscapes, and the development opportunities of the intensive agriculture of Ton-lin and Shuang-lung communities in Shinyi Township should combine with the resources and the energy within the township to bring the local industry development in Shinyi Township new prospects and hopes. This study is to probe into the local industry development of Ton-lin and Shuang-lung communities and to create the prospects and multiplicity of traditional local industry development by the analytic points of view of local industry development. And the purposes of this study are as follows: 1. How to make good use of the development superiority in local industries of Ton-lin community to fully create and show development characteristics of local industries? 2. How to organize resources and efficiently develop the superiority of traditional industries competence to flourish place economy development. 3. As for the future developments and prospects of local industries in Ton-lin and Shuang-lung communities, offer the practical policy suggestion according to the industrial current analysis and stratagem. In general, understanding the role acting and the function display promotes the local industry development superiority by the industry development discussion of Ton-lin and Shuang-lung communities.
