在台灣,選舉制度與地方派系的研究為數繁多,多半聚焦於選舉制度對政黨體制或地方派系的影響,回顧臺灣立法委員選舉,在第七屆立委選舉以前的選舉制度皆為「複數選區單記非讓渡投票」制,而這種選舉制度一直受人詬病,莫非是延伸出小黨林立、黨內同志操戈,激進的政治訴求等弊端;直到2005年第七次修憲才將立委選舉改為「單一選區兩票制」的選制,立委席次113席,立委任期由原先3年延長為4年,想藉由此制來緩和政黨體制,達到責任政治的目的。從學者文獻的回顧中也同時得知,地方派系也一直是台灣地方政治發展不可或缺的力量,其也扮演極為關鍵的角色。而各縣(市)地方派系的對立有輕有重;台中縣地方派系即為對立嚴重的縣(市)之一,是否會因選制改革改變派系間的互動,甚至是政黨?有鑑於此,著者欲透過研究過程瞭政黨與地方派系在第六屆及第七屆立委選舉的互動,以及地方派系的變化模式。因此,著者在研究架構上提出「選舉動員」、「選舉策略」、「提名機制」等三項要素來檢証兩屆立委選舉的差異性,更進一步地,著者透過文獻回顧與深入訪談法(intensive interview)進行研究;訪談現任立委、黨部主委、縣議員、及學者等對象。本文在研究結論上發現上述的檢証要素,在第七屆立委選舉時政黨的主導性皆比地方派系來得大,現階段台中縣以紅派勢力為大,黑派勢力則聚焦於海線及東勢鎮等範圍地方派系模式由第六屆「全縣型」派系轉變為第七屆「山頭型」派系。本文最後也提出未來的研究建議,強調台中縣(市)合併後可能影響到原有地方派系的生存,及選制改革的重新評估有其重要性,值得未來學界後續研究。
In Taiwan, the mixed electoral system was the first time employed in the 2008 legislative election. The seven constitution-amending the National Assembly approved was about the new system of legislative election. The Single Non-Transferable Vote under Multimember-District System had been adopted since the Legislative Yuan was founded. Owing to the seven legislative election which was modified to the Single-Member Districts and Two Votes System. However, local factions always play an extremely important role in the political development in Taiwan. It is the major power to manipulate the local elections and political interaction. The development of local factions in Taichung County has gone through more than fifty years. Under the new electoral system, the thesis wishes to review the importance of electoral strategy, electoral mobilization, nominative mechanism in political party and local factions .This study will try to distinguish differences from three elements in the six and seven legislative election by intensive interviews. The interviewee of intensive interview includes legislators and scholars. From the result of intensive interview, we can know that political party is more influential then local factions in this study. Further, local factions have been localized firmly since 2008 legislative election.
