臺北縣新住民使用多語服務措施之經驗

摘要


聯合國於2000年訂定每年12月28日為國際移民日,來倡導世界各國政府重視移民人權及多元文化。為了落實聯合國倡導移民人權的精神,我國政府開始大力推動尊重移民人權的多元文化論述。 臺北縣為全國第一大縣,依統計資料顯示新住民人口數高居全國之首,成為其施政中不容忽視的重要課題。2008年5月臺北縣政府於轄下教育局成立「新住民文教輔導科」,專責統籌規劃轄內新住民文教生活輔導機制等相關服務措施,以「包容接納、尊重差異」、「公平正義」等多元文化論述,大力推展新住民原生國語言之「多語服務措施」,在「幸福禮盒」的包裝之下,揭開這項服務措施的序幕。但是,這禮盒被主人新住民打開之後的現況,又如何呢? 本文從資源使用者的觀點切入,以多元文化及移民人權為理論的基礎,除了透過文獻分析法了解臺北縣政府推動多語服務措施的緣起、政策意涵及實施現況外,並實地訪談32位新住民之使用經驗,深入了解使用者的內心感受及需求,探究過去在公共服務措施上較少被重視之新住民的語言權利。

UN has established December 28 of every year as Internal Immigrant Day since 2000. This is to advocate governments around the world to look upon human rights of immigrants and freedom of multiple cultures with different dimensions. Taipei County, as biggest county in Taiwan, according to latest statics with no.1 in population in Taiwan, has put this issue critical. In May 2008, the Bureau of Education under Taipei County government established “ New Resident Culture and Education Segment” to regulate and deal with New Residents culture and education service. The main spirit is to “Accept and Respect Difference” and “Faire and Justice” for multiple culture issues. They promote strongly for New Residents original language and come out with multi-language services. This is the prelude of “Packages of Happiness”. Our perspective of this article is directly from resource user point of view and theories of immigrant right and culture. Apart from article analysis to understand the original of Taipei County government’s multi-language service and the meaning of the policy, status quote and 32 new resident’s experiences, we also understand the need and feeling of users and to explore the cause of less public services for the multi-language and human right for new residents.
