在全球氣候變遷的影響下,世界各國正面臨環境反撲所帶來的嚴峻挑戰。許多前所未見的天然災害在發生頻率與影響程度上正不斷加劇變化,嚴重衝擊到人民生活與社會經濟的穩定與發展;尤其是位於東南亞國家的人民更是深受各種天然災變所苦。本篇論文的研究即是從非傳統安全角度,說明東南亞所面臨的環境安全面向,進而探討東南亞國協對於區域內的環境威脅回應,並從「印尼霾害問題」與「東南亞的糧食安全危機」二個個案研究,就東協組織從建構區域安全共同體以防止跨國性環境安全威脅而言,「東協模式」是否能發揮具體作用? 最後,提出東南亞國家環境治理所面臨之內外困境及建議。 從非傳統安全角度探討東南亞的環境安全可發現,由於這些因環境災害所帶來的威脅具有跨國特性與多樣性;因此,對人民所造成的安全挑戰不僅侷限於某個國家內部存在的個別問題,而將可能牽連到整個東南亞區域安全甚而是其他國家。由此可知,環境災難所帶來的連鎖效應不但會衝擊到在地民生與社會的穩定秩序,可能從而挑戰國家治理能力與國家統治的合法性。因此,面對非傳統安全威脅的解決途徑將不能只採取傳統的安全治理來處理,將需透過:新安全觀與全面綜合的整合方法才能回應此環境問題所帶來之挑戰。
With the impact of global climate changes, each state is facing the crucial challenges from the environment’s backlash. The frequency of natural disasters is unprecedented and the impact of these disasters has affected people's lives and socio-economic stability and development, especially for Southeast Asia people who are suffering those kinds of natural disasters. This thesis is based on a non-traditional security perspective and try to describe the Southeast Asia‘s environmental problems and to explore the ASEAN response to environmental threats within the region. The Indonesian haze problem and Southeast Asia's food security crisis are two cases analyzed in this thesis that try to discuss the following question: Does the “ASEAN WAY ” can constructively help to reach the ASEAN Security Community goal to build a regional regime to prevent transnational threats to environmental security? From the perspective of non-traditional security, the threat posed by environmental disasters in the Southeast Asia could be analyzed with diversity and cross region characteristics. Therefore, those environmental security problems will not only challenge to one country’s internal individual problems, but also implicated in the Southeast Asia region or even other countries. The environmental disaster will bring continuous reactions and the impact will not only affect for local people's livelihood and social stability, but may challenges to the ability of national governance and the legitimacy of the State. As indicated in this thesis, the solutions to non-traditional security threats will not only relied on traditional safety management, but the necessity of a new security concept and the integration of comprehensive methods to respond to the challenges of ASEAN's environmental problems.
