南投縣信義鄉天然災害管理之研究：1996-2010

摘要

特殊的地理環境，讓台灣成為一個風景秀麗、生物多樣且氣候適宜人居的島嶼，然而，卻也因為這樣的特殊條件，為我國帶來許多災害。尤其近年來各類型天然災害越形加劇，災害管理是政府不得不重視的課題，也是公共行政的新挑戰。
南投縣信義鄉即是一個風景優美但卻逢雨成災的山地鄉，其災害防救工作經驗豐富，從賀伯颱風、九二一大地震、桃芝颱風到莫拉克颱風，期間又歷經災害防救法之公布施行與修正，都讓信義鄉的災害管理有所轉折與改變。本研究乃以信義鄉為研究個案，藉由文獻分析、參與觀察及深度訪談等研究方法，探究信義鄉1996年至2010年災害管理之經驗及其面臨之困境，期望能將信義鄉難能可貴的經驗化為文字，供處於災害防救第一線的其他鄉（鎮、市）作為災害管理之參考。本研究重要研究發現如下：
一、鄉公所、鄉內相關機關及單位正視其災害防救工作之責任，各機關、單位任務分工清楚明確。
二、信義鄉定期辦理防災演練及教育宣導，災害防救經驗十分豐富，從鄉公所到社區居民都有高度的防災意識，社區防災觀念及防災意識深植居民內心。
三、未來在信義鄉中間點羅娜村興建的多功能避難處所，對於信義鄉的災害防救工作將有莫大的幫助，不僅鄉內有一個安全的避難處所，居民也能就近撤離安置。
四、災害防救法修正後，明訂鄉（鎮、市）應成立災害防救辦公室，其設置要點已草擬完成，災害防救辦公室成立後，有災害防救專責的單位、專職的承辦人員，災害防救工作較能有效執行並落實。

Special geographical environment has been making Taiwan an island for living with beautiful scenery, biodiversity and pleasant climate. However, because of the distinctive conditions, bring Taiwan many disasters. In particular, various types of natural disasters have been strikng Taiwan more violently recently, Thus, disaster management is not only an important issue for the government but new challenges in public administration.
Sinyi Township, Nantou County has been well known for its mountain views but heavy rain each year brings the mountain village many disasters. Having been experienced many disasters from Typhoon Herb, the 921 Earthquake, Typhoon Toraji and Typhoon Morakot along with Prevention and Protection Act promulgation and revision, Sinyi Township has greatly changed and transited on disaster management. This study is based on Sinyi Township as a case study. By the literature analysis, participant observation, depth interviews and other research methods to explore the Sinyi experience from1996 to 2010 in disaster management and the difficulties faced, aspire to turn valuable experience of Sinyi into the text and then provide the other first-line townships (towns, cities) in disaster prevention and response with a valuable reference for disaster management. Important findings of this study are as follows:
First, Township offices and relevant institutions must think highly of disaster prevention and response and work specialization.
Second, Sinyi Township has been regularly held disaster prevention drills and education advocacy. The experience of disaster prevention and response is very rich. community residents and the township have a high sense of disaster prevention, The sense and awareness of community disaster prevention have deeply rooted inside the residents.
Third, the multi-function shelter which is going to be built in the middle of Sinyi Township, Lorna village will offer disaster prevention task a great deal of help. Not only do the villagers have a safe shelter, but they can evacuate to resettlement nearby within a short time.
Fourth, under the Disaster Prevention and Response Act amended, it stipulates that the township (town, city) offices should set up Office of Disaster Management, whose guidelines have been drafted. After the establishment of the Office of Disaster Management, there are dedicated units and full-time staffs to take charge of and implement disaster prevention and response more effectively.
