校園閒置空間再利用之研究-以桃園國際英語村為例

摘要

少子化時代的來臨，學校遭遇學齡人口數減少、招生不足，以致校園產生空間閒置等問題；同時在國際化的競爭下，基礎語言能力成為日益重要的溝通工具。桃園縣結合了空間閒置與國際化的議題，利用空餘教室首創全國國際英語村，試圖化解少子化所生之校園閒置空間、資源浪費與國際化競爭之危機。本研究試圖探究桃園縣運用校園閒置空間推動國際英語村在規劃設計、執行及經營與維護管理的現況、困境，以對地方政府研擬校園閒置空間再利用為國際英語村的方式提出建言。本研究採用半結構式訪談蒐集資料，綜合文件分析、訪談大綱與三角檢證之結果，獲致下列結論：
一、 校園閒置空間再利用規劃執行原則，著重「教育需求」、「空間安全性」、及「空間整體規劃」。
二、 再利用後空間經營與維護管理可能面對「人力替換頻繁」、「經費拮据」與「使用率降低」等問題。
三、 校園閒置空間再利用可透過「尋求外部資源」解決問題，並以「多元經營」方式使空間更有活力。
四、 地方政府以政策性推動校園閒置空間再利用宜採資源集中方式進行，朝結合學校特色與在地文化等發展方案，並由學校專門人力負責後續經營與維護管理
本研究從上述研究結論，對地方政府以校園閒置空間再利用為國際英語村提出建議。

The purpose of this study reach is to examine the vacant school space reuse in Taoyuan County International English Village in the situations and difficulties of planning, designing, implementation, preservation and management. According to the documents and interview, the conclusions are drawn.
According to the findings of the study, the six conclusions were drawn as follows:
1. The planning and executing principles of the vacant school space reuse should include the needs of education, safety of space and overall planning of space.
2. The maintenance and management of reused space may face problems like frequent changes of manpower, short of budget, and lower utility rate.
3. The vacant school space reuse can solve problems by seeking outside resources, and energize the space through pluralistic operation.
4. It is better for the vacant school space reuse to be reused in a collective-resource way and should move toward the development of combining school characteristics and local cultures. It should also be managed by specialized manpower at school.
