登山嚮導員授證制度之研究

臺灣豐富優質的登山環境與國人對戶外休閒活動的重視，使得登山已成為國人重要的戶外遊憩活動。行政院體育委員會為落實體育專業人員證照制度，藉以推廣安全登山觀念，預防登山意外事件，以提升國人登山活動之品質，制訂登山嚮導員授證辦法，其登山嚮導員授證制度的實施對登山嚮導員之發展與影響，深具意義，有待深入研究。因此本研究首先探討登山嚮導員制度的沿革，並研析我國登山嚮導員證照制度之內容，進而探究我國登山嚮導員證照制度之法制，藉以提供落實與健全登山嚮導員證照制度發展上之建議，達到提昇登山嚮導的專業能力，維護登山者安全，減少山難發生及維護山林保護的宗旨。研究方法採文獻分析法與半結構式深度訪談法，對登山嚮導員授證制度進行歸納與分析研究。研究結果發現：1.登山嚮導員授證制度的沿革由初期基於國家安全的保安因素，漸轉為以保障登山安全、登山活動的推展及生態保育及遊憩等因素發展，並朝邁向專業證照化的方向發展。2.我國登山嚮導員之職責與所需具備之專業知能，應依台灣所屬環境進行分析，有待清楚界定工作內容以建構應具之專業知能。3.我國登山嚮導員授證制度的施行，除符證照制度之建構形式外，亦應著重登山教育、訓練體系的建立，並使檢定內容符合我國各級登山嚮導專業能力之需求，方能確保檢定授證的公正性與公平性。4.我國登山嚮導員證照制度執行成效不彰，主因是缺乏有效法律授權、登山嚮導員專業知能範疇模糊、教育訓練建構不足及配套措施缺乏所致。

There are very spectacular environments for mountaineering in Taiwan. More and more Taiwanese pay much attention on outdoor activities for their leisure time. So, the mountaineering has become one of the important outdoor activities for Taiwanese. In order to implement the certification system on physical training professionals, Sports Affairs Council, Executive Yuan has set up the program for Mountaineering Guide Certification in addition to advocate the concept of safety on mountaineering, accidents preventions and increase the quality of mountaineering activities for Taiwan citizen and set up certification method. Also the implementation of Mountaineering Guide Certification system is significantly meaningful for the development of mountaineer and worthy for further investigation Therefore, this study is primary to investigate the resolution of Mountaineering Guide certification System. After that, analyze its content. Then, investigate the legalization of the Mountaineering Guide Certification system. Finally, Provide the suggestion on how to implement and develop a healthy Mountaineering Guide Certification System in order to reach its mission on increasing the mountaineer’s Professional ability, protecting mountain climber’s safety, reducing mountain accidents and protecting mountain. The study results found (1) the resolution of the Mountaineering Guide Certification System was initially based on security factor of country protection. Gradually transfer to protect mountaining safety, promote mountaining activities, protect mountain endearment and animals and travel as well.(2)The responsibilities and professional know ledges which Taiwan Mountaineering Guide need are doing analysis according to Taiwan environment and clearly define the job responsibility to learn the necessary professional knowledge. (3)The implementation of Taiwan Mountaineering Guide Certification system should focus on mountaineering education, setting up the training system in order to meet the need of each level of Taiwan Mountaineering Guide when examination execute to make sure its accuracy and fairness. (4) the performance of Taiwanese mountaineering guide certification system is not good enough because of the shortage of infrastructure of the professional knowledge, special law delegation , educational training and complete supplementary measures.
