臺灣與美國大學教師評鑑制度之比較研究

摘要


本研究旨在針對臺灣與美國的大學教師評鑑制度進行比較研究。為了達到研究目的,本研究採用文件分析法與Bereday的比較教育研究法來進行研究,並根據研究發現,獲得以下結論: 一、美國大學教師評鑑制度之發展時間較早,臺灣相對較晚。 二、臺灣與美國大學教師評鑑制度之興起皆與當時的社會發展息息相關,其中「績效責任」觀念明顯影響到兩國大學教師評鑑制度之發展。 三、《大學法》為臺灣大學教師評鑑制度之法源,美國的大學教師評鑑制度則沒有明確的中央法源依據,但在制定教師評鑑相關辦法時二國大學均具自主性。 四、兩國大學教師評鑑目的兼具「形成性目的」與「總結性目的」。 五、兩國大學教師評鑑的規準皆涵蓋教學、研究與服務三大項目。 六、兩國大學教師評鑑對象主要為講師、助理教授、副教授與教授;在免評對 象方面,臺灣五所大學皆訂有免評條件,美國五所大學則幾乎無免評條件之規定。 七、兩國大學教師評鑑之實施時間不盡相同,但均有彈性實施之空間。 八、臺灣五所大學皆有負責評鑑之組織,美國五所大學則無評鑑專責組織。 九、兩國大學皆從單一的學生評鑑教師教學之方法,逐漸擴增至採用多元的評鑑方法。 十、兩國皆將評鑑結果應用於輔導改進與人事決定上,而在獎勵方面,臺灣的大學教師評鑑制度較無獎勵之規定,美國大學教師評鑑結果之獎勵主要為薪資的調整。 最後,依據研究發現與結果,本研究針對臺灣的大學教師評鑑制度未來發展與後續研究提出建議。

The purpose of this study were to compare the university faculty evaluation system between Taiwan and USA. In order to achieve the purpose of this study, the methods adopted for this study included document analysis and Bereday’s comparative method. According to the findings of this study, conclusions were made as following: 1.The development of the university faculty evaluation system in the USA was earlier than that in Taiwan. 2.Both Taiwan’s and USA’s university faculty evaluation systems were related with the social development, and the concept of accountability had a great effect on the development of university faculty evaluation systems in Taiwan and in the USA. 3.The University Law is the origin of the law of the university faculty evaluation system in Taiwan, but there is not explicit law about the university faculty evaluation system in the USA. However, both Taiwan’s and USA’s universities can establish regulations of faculty evaluation with autonomy. 4.The university faculty evaluation systems in Taiwan and in the USA have formative purposes and summative purposes. 5.There are three criteria for the university faculty evaluation in Taiwan and in the USA, including teaching, research and service. 6.The lecturers, assistant professors, associate professors and professors in Taiwen and in the USA are evaluated. For the faculty who aren’t evaluated, all of the five universities in Taiwan formulate the condition of exemptions, but few of the five universities in the USA do. 7.There are some differences on faculty evaluation time between Taiwan and the USA, but both of them have flexibility on implementing the faculty evaluation. 8.There are organizations that are responsible for the faculty evaluation in Taiwan, but there is not in the USA. 9.Both the universities in Taiwan and those in the USA have gradually extended their faculty evaluation methods from the sole evaluation, the students ratings of instruction, to multiple faculty evaluations. 10.Both in Taiwan and in the USA, the results of the university faculty evaluation are applied to the improvement and the personnel decision. Nervetheless, on the side of the reward, the university faculty evaluation system in Taiwan doesn’t have the regulation about rewards, but the results of the university faculty evaluation system in the USA are main on the modulation of the salary. Last, based on the findings and conclusions of the study, suggestions were made for the future development of Taiwan’s university faculty evaluation system and for future studies concerned.
