高等教育評鑑機構認證指標之建構

摘要


本研究旨在探討如何建構高等教育評鑑機構之認證(recognition)指標,以利引導高等教育評鑑機構之健全發展。研究方法包含文獻分析、專家效度評定以及模糊德懷術,研究工具為「高等教育評鑑機構認證指標調查問卷」,並以高等教育、研究方法及評鑑等三個領域之十三位學者專家為研究對象,對高等教育評鑑機構認證指標之內容進行重要性評比。 本研究依據研究結果,得到以下三項研究結論: 一、高等教育評鑑機構認證指標包含十一個層面及三十四個內容。 二、公平的申訴程序為最重要之高等教育評鑑機構認證指標層面。 三、評鑑委員之評鑑倫理及公正獨立之申訴機制為最重要之高等教育評鑑機構認證指標內容。 而依據研究結論,本研究提出以下建議,以作為教育行政機關、高等教育評鑑機構、高等教育機構等之參考。 一、對教育行政機關之建議 (一)建構完善之高等教育評鑑機構認證機制。 (二)主動公布經認證通過之國外高等教育評鑑機構名單。 (三)研訂大學經認證之國內外專業評鑑機構認可的激勵措施。 (四)積極協助相關學會或組織累積評鑑實務經驗及確保其獨立性。 二、對高等教育評鑑機構之建議 (一)建立跨國性之品質保證網絡。 (二)積極參與國際性品質保證組織。 (三)規劃公正、獨立之評鑑結果申訴制度。 (四)提升評鑑小組委員之評鑑倫理。 (五)延聘熟稔國內高等教育制度之國外學者專家共同參與評鑑工作。 (六)於外部評鑑前要求受評對象進行自我評鑑。 (七)確保評鑑結果決定之透明度與公平性。 (八)提供受評對象積極性的改善建議。 (九)建立自我後設評鑑機制。 三、對高等教育機構之建議 (一)依據國外大學之辦學品質審慎選擇合作對象。 (二)依大學辦學需求審慎選擇國內外適合之高等教育評鑑機構為合作對象。 (三)主動積極申請國內外具聲望、制度健全且經專業認證之評鑑機構辦理評鑑。 (四)參考經專業認證評鑑機構之評鑑指標積極辦理自我評鑑。 此外,亦就研究對象、研究方法及研究範圍等三方面,對後續之研究提出相關建議。

The purpose of this study is to explore how to construct the recognition indicators for evaluation organizations of higher education in order to enhance the sound development of evaluation organizations of higher education. The methods of research contain literature review, validity assessment of experts, and fuzzy Delphi. The research instrument is called “Survey Questionnaire concerning Recognition Indicators for Evaluation Organizations of Higher Education”. Objects of the study consist of thirteen experts from fields in higher education, research method and evaluation, and they are asked to estimate the importance of every recognition indicator content for evaluation organizations of higher education. According to the research outcomes, three conclusions are made in this study as below: 1.Recognition indicators for evaluation organizations of higher education include eleven dimensions and thirty-four contents. 2.The fair appeal procedure is the most important recognition indicators dimension for evaluation organizations of higher education. 3.The evaluation ethics of evaluation committee members and independent appeal mechanism of evaluation organizations are the most important recognition indicators contents for evaluation organizations of higher education. And according to the research conclusions, the study provides educational administrations and evaluation organizations of higher education with following suggestions for reference: 1.to authorities of educational administration (1)construct the sound recognition mechanism for evaluation organizations of higher education. (2)announce the list of foreign evaluation organizations of higher education that have been already recognized. (3)draw up related encouraging strategies to facilitate universities to apply for prosessional and recognized evaluation organizations’ accreditation. (4)actively assist the related associations to accumulate the practice experiences in evaluation, and to ensure their independence. 2.to evaluation organizations of higher education (1)construct network with transnational quality assurance. (2)actively participate in international quality assurance organizations. (3)plan just and independent appeal system for evaluation outcomes. (4)raise the evaluation ethics of evaluation committee members. (5)recruit foreign scholars familiar with Taiwan’s higher education system to join the evaluation committee. (6)ask evaluated objects to conduct self-study before outside evaluation. (7)ensure the transparency and fairness of evaluation outcomes. (8)provide evaluated objects positive recommendations. (9)establish meta-evaluation mechanism. 3.to higher education institutions (1)choose foreign universities to cooperate by the school quality. (2)choose appropriate evaluation organizations of higher education to cooperate by universities’ needs. (3)actively apply the accreditation from recognized evaluation organizations with good reputations and sound systems. (4)conduct self-study according the evaluation indicators of recognized evaluation organizations of higher education. Besides, the study also provides related suggestions to future studies in terms of research objects, research methods and research ranges.
