近年來我國高等教育的蓬勃發展,反映出的是高等教育成本日益增加,為了反映成本,調漲學費與否也就成為每年爭議的話題。 因此研究者將針對我國高等教育成本與受教者、學校及政府三者關係進行分析以探究我國高等教育現況。首先釐清受教者在高等教育中所負擔的成本為何(學雜費),並說明我國與其他各國受教者負擔學雜費的情況,進一步比較我國公、私立大學學雜費收費方式及校務經費收支狀況,以衡量公、私立大學學費差異是否存在著不公平現象。最後探討政府在高等教育經費有限的情況下,其學費政策對於高等教育資源的分配與補助對象該如何實施才能達到最大的效益。 本研究希望能了解當前高等教育成本的內涵,對於家長與學生必須負擔學費之間的相關性,作為討論學費調漲議題之依據;再進一步分析,我國政府對於高等教育補助的必要性以及補助的公平性,來說明調漲學費的正當性,以提出具體的建議。
Higher education in Taiwan has become more and more universal in recent years, which reflects its cost has been increasing. In order to reflects the cost, the issue of rising price of higher education has become controversial. This research analyzes the relation of higher education cost to pupils, to schools, and to government, in order to explore the status quo of higher education in Taiwan. First, the cost of school fee afforded by the pupils was clarified. In addition, the same situation was compared with other countries. Then, the method to collecting school fee and revenue balance between public and private university was compared. This is to evaluate if the differences in charging school fee is unequal. Finally, it was discussed that how to allow school fee policy to work out the best by distributing resources and supports with the limited education funds. This research intends to understand the content of the current higher education cost and the relation between pupils and school fee, which are used as the base to discuss the raised school fee. Then, the necessity and equity of financial support from our government was analyzed. This is to illustrate the right to raised school fee, thus providing practical applications.
