台北縣五股鄉社會大學經營及其發展之研究

摘要


本研究旨在探究五股鄉社會大學之緣起與發展脈絡、運作模式、經營理念與運作方針等,並進一步提具相關單位具體的建議,作為相似背景之鄉鎮辦理社會教育學習機構之策略訂定及相關學術研究之重要參照。 本研究透過半結構式訪談、文件分析與回饋問卷表等資料蒐集方法,深入的了解本鄉社會大學的營運模式與發展狀況,並分析可能影響五股鄉社會大學運作之可能因素,歸納出下列結論: 一、五股鄉內立案的社團林立,社會大學課程較其他社團課程受歡迎。 二、在管理和營運上,直接評選類似顧問公司之專業經理機構或教育專責單位,不失為一個可行的方式。 三、招生方式多元化,可提高學員參與機率。 四、各鄉鎮之背景不同,鄉民對學習之需求亦不同,宜針對各鄉鎮之現有條件,隨時修正課程,才能永續招生與發展。 五、證照制度與傾向於發展個人興趣或休閒導向的課程,有取代以往學歷取向的需求偏好。 六、由各鄉鎮市公所推展社會教育,可以降低不符合鄉民需求課程產生的機率,也讓課程更貼近社區的生活。 七、經費的籌措,常成為一個社區大學營運發展中,最具考驗性的一大挑戰。 八、政治亦會影響教育資源配置觀點,不容忽略。 最後,研究者依據研究結論,提具下列七項建議: 一、經費編列方面,可採多元管道方式籌措,強調經費「延續性」的重要性。 二、做好潛在鄉民對課程需求的調查,藉以評估、發展、規劃出貼近鄉民需求的 課程規畫。 三、對於五股鄉社會大學的課程規劃可結合社區總體營造計畫,課程講師安排皆盡量來自於社區的專業人士。 四、強化及落實諮詢與督導制度,使社會大學的運作更健全、彈性、有績效。 五、橫向連結,資源統整,避免多頭馬車效應。 六、發展、取得較佳的公共關係與民間企業資源,藉以有效能拓展業務。 七、對後續研究的建議。

The research aims at probing into the the origin and the developing of the context, the operation way, the idea of the managing and the operation policy etc. of the Social University in the Village Wu Gu of Taipei County. Furthermore, propose the concrete suggestions of the relevant units as an important consultation of the similar background of the villages and towns that handle tactics stipulating of the social education and study institution and relevant academic research. The research methods of the materials collecting adopt semi-structural interview, analysis of the literature, and feedback form of the questionnaire,etc. in order to deeply understand the operation way and the development situation of the social university of the home town. Then analyze the possible factors that may influence the operation of the Social University in Village Wu Gu. And then sum up the following conclusions: 1. There are clubs with license in great numbers in Village Wu Gu. The courses in Social University are more popular than those of other clubs. 2. In managing and running, it’s regarded as a feasible way to directly evaluate the professional managing organization which is similar to the consultant firm or specialized education unit. 3. The ways that enroll new students should be of pluralism, which can improve the participation ratio of the students. 4. There are different backgrounds of the individual village and town, and the villagers do have different demands for learning. There should be directly aiming at the existing conditions of all villages and towns to revise courses at any time in order to enroll new students and develop continuously forever. 5. The certificate system which inclines to develop courses of the personal interest or recreation seems to replace the demands and preferences of the academic orientation in the past. 6. Social education promoted by village and town governments can reduce the probability which is not according with the courses of the villagers’ demands. And also let the courses even more close to the life of the community. 7. Funds raised often become a great challenge of Social University while running developing. 8. It can't neglect that politics will also influence the viewpoint of the educational resource distribution. Finally, the researcher puts forward the following suggestions of seven items according to the conclusion of the research: 1. As for compiling the funds, it can adopt the plural ways to raise, emphasize the importance of the” fund continuity”. 2. Do a good job of latent villager survey of course demands in order to assess, develop, and plan the courses which meet the demands of the villagers. 3. As for the course plan of Social University in Village Wu Gu, it can combine the plan of the community holistic construction. And the arrangement of the instructors of the courses should try to get the professional personage from the community. 4. Strengthen and implement the system of consulting and supervising, and let the operation of the social university sounder, more elastic, and having more efficiency. 5. In order to link horizontally, it should integrate the resource and avoid the effect of the multiple carriages. 6. Develop and obtain the better public relation and folk enterprise resource by means of those to expand the business efficiently. 7. Give the suggestions to the follow-up study.
