本研究旨在建構我國政府對社區大學經費補助組織機制與指標。依據教育經費補助理論的學理、歐美相關國家政府對其社區成人學習機構的情況、及我國政府對社區大學經費補助的現況進行分析與探討,藉以做為本研究組織機制及指標體系建構之依據。 本研究主要目的有三:一、瞭解我國各級政府對社區大學的經費補助組織機制。二、分析社區大學經費補助的指標。三、依據研究結果提出具體建議,作為政府補助之參考。本研究研究方法包括文獻分析法、德惠法與訪談法三種。 主要研究結論有七項 :一、歐美各主要國家對社區學習機構有法規和政策方面的保障;二、歐美各主要國家對社區學習機構的補助強調社會正義,並符合社區需求;三、經費問題是我國社區大學發展的主要困境之一;四、政府對社區大學的補助一般都涉有審查委員會,但組成方式不一;五、政府對社區大學經費補助的方式可以包括最有利標決定、限制性招標,以及整批委託民間經營等方式辦理;六、政府對社區大學經費補助的主要指標包括有尊重社區大學所在地之地方需求等廿八項;七、政府對社區大學經費補助的參考指標包括有社區大學所在地居民均享有社區大學受教機會等十四項。 至於本研究的主要建議有三:在對政府和立法機關方面包括盡快訂定社區大學相關法規等六項;在對社區大學方面包括有辦學財源自主化以確立永續經營等三項;在對後續研究方面有發展社區大學財務規劃與運用指標研究等兩項。
The purpose of the study is to analyze the formulations of organizational mechanisms and indicators of finical support by government to community universities in Taiwan. The study is based on theories of education finance, literature on the community institutions of adult leaning at the major European countries and American, and the documents of financial support to the community universities in Taiwan. In order to obtain the purposes of the study, the researcher adopted literature review, interview survey and Delphi-technique methods. From the data of research results, the conclusions are as follows: 1.The main European countries and American have some laws and policies of financial support to institutions of community adult learning. 2.The policies of the main European countries and American had been justified by social justice and satisfied the needs of communities. 3.Financial problem is one of the major problems of community universities in Taiwan. 4.Different kinds of temporary Committees are organized in Government financial support systems for community universities in Taiwan. 5.Financial support from governments is based on tendering procedures for procurements include selective tendering procedures, limited tendering procedures, and BOT. 6.There are 28 primary indicators for decision-making of financial support by government. 7. There 24 reference indicators for decision-making of financial support by government. Based on the inclusions, recommendations are made to policy-makers, managers of community universities, and another researchers for advanced research.
