臺北市中小學教師兼行政人員專業倫理之研究

摘要


本研究旨在探討臺北市中小學之教育人員對於教師兼行政人員專業倫理內涵之看法,並進一步建構教師兼行政人員專業倫理準則草案,以供教育行政機關及教師兼行政人員專業團體參考。所採用的研究方法計有:文獻分析法、訪談法和問卷調查法。 在問卷方面,係以臺北市公私立中小學之校長、教師兼行政人員與教師為研究對象。其中國小、國中、高中(職)依臺北市十二個行政區採分層隨機抽樣方式抽取樣本,計抽取600人,有效問卷為549份,佔發出份數的91.50%。 本研究經過文獻分析法、訪談法與問卷調查法所獲得的資料與討論後,得到如下的結論: 一、 主要國家(美國、澳洲、英國和我國)之教育行政專業團體或教師專業團體之倫理準則內涵略有差異。 二、 教師兼行政人員專業倫理內涵可以包括下列五個層面:基本信念、教學倫理、行政倫理、人際關係倫理和社會倫理。 三、 不同變項之學校教育人員在「教師兼行政人員專業倫理內涵」之各向度及整體看法略有差異。 四、 本研究所建構之教師兼行政人員專業倫理各層面的題目,有實用參考價值。 根據以上之結論,本研究提出如下之建議: 一、 主要建議 (一) 提倡道德領導,追求共善的責任感與義務感,以提昇教師兼行政人員專業倫理素養。 (二) 訂定我國教師兼行政人員專業團體之倫理準則,有其迫切性。 (三) 訂定教師兼行政人員專業倫理準則,可參考本研究所提出之「教師兼行政人員專業倫理準則草案」。 二、 未來研究建議 (一) 研究教師兼行政人員專業倫理準則的踐行程度。 (二) 研究影響教師兼行政人員專業倫理知能的因素。 (三) 研究提昇教師兼行政人員專業倫理知能的職前培育與在職進修課程和方法。 關鍵詞:教師兼行政人員專業團體、教師兼行政人員專業倫理準則、教師兼行政人員

The purpose of this study was to investigate the educational administrators point of views on the professional ethics of administrative teachers (teachers with administrative status) and to construct the professional ethics of administrative teachers for the practical application. Literature review, questionnaire investigation and interview were used. There were 549 subjects of questionnaire, including the principals, administrative teachers and full-time teachers of high and primary schools in Taipei City. The main conclusions are as follows : 1. There are slight differences on the professional ethics of the Unions of Teachers and Associations of Educational Administrators among the U.S.A., Australia, England and Taiwan. 2. The main dimensions of the administrative teachers’ professional ethics include basic principles, ethics on teaching, ethics on administration, ethics on colleagues relationship and ethics on society. 3. There are slight differences among different school administrators on the professional ethics of administrative teachers. 4. The items about administrative teachers on the professional ethics constructed in this study are of great value. According to the aforesaid conclusions, the following suggestions were proposed : 1. To advocate moral leadership for the sake of the promotion of the professional ethics of administrative teachers. 2. To institute the professional ethics of Associations of Administrative Teachers as soon as possible. 3. To refer the drafts proposed in this study on the professional ethics of administrative teachers. Moreorer, as far as the further research is concerned, the suggestions are as follows : 1. To continue the research on the level of administrative teachers who practice their professional ethics. 2. To continue the research factors which impact administrative teachers’ professional ethics competence. 3. To enhance the research on ways and programs for pre-service and in-service administrative teachers in order to promote the professional ethics competence.
