運用失效模式與效應分析方法於產業培訓成效改善之研究-以T訓練中心為例

摘要


環顧當前社經情勢變化及高齡化少子化現象,未來工作年齡人口遞減、勞動力結構老化,對國家整體人力資源的配置與運用造成影響,亟需政府有效統合國家勞動力運用,提升與開發工作,以促進經濟社會發展及提升國家競爭力。本研究主要目的在探討產業培訓成效改善的影響因素,運用失效模式與效應分析(Failure Mode and Effect Analysis,簡稱 FMEA)方法研討整體教學訓練系統之中潛在失效問題與影響,接著以風險優先值(Risk Priority Number,簡稱 RPN),排列實施改善對策的優先順序,並以特性要因分析找出可能失效原因,透過預防措施及持續不斷的改善及矯正,來建立完善的產業培訓組織。

Take a look at our society. Nowadays, the current social and economic situation has been changing, and the problem of the aging population, as well as declined birthrate, has not become better. In the future prospects, the working-age population will decrease, which could further cause the composition of our labor force to be even older. Subsequently, the overall allocation and use of the human resource in our country might be adversely affected. It is necessary that the government must effectively coordinate the use of our human resource, increase our competitiveness, and create job opportunities. As such, our economy would improve, our society would advance, and, most importantly, our country would be more competitive. This impetus of this Thesis was to focus on exploring the factors which have a bearing on industry training. Based on the methodology of the failure mode and effect analysis (“F.M.E.A”), this Thesis, first, delineated the underlying failures within the whole educational system and their implications. Then, it adopted the risk priority number (“R.P.N”) to sort out the sequence of which countermeasures should be used first. In addition, it applied the technique of quality management, the cause and effect analysis, to identify any possible causes of the failures. Lastly, this Thesis proposed that a complete and sound training organization for industry training could be established as long as some preventive measures are implemented and will be revised and adjusted on a regular basis.
