都市計畫範圍內農業區多功能之研究-以關渡平原農業區為例

摘要


為了配合都市未來發展以及管理上的需要,於都市計畫法中,規範了都市土地可劃設的使用分區,農業區即屬使用分區之一。不過,在都市土地集約利用的觀念下,都市範圍內農業區的劃設,似乎非常不合乎經濟原則,加上都市地價、房價不斷的攀升,都市農業區經常面臨極大的轉用壓力。究竟都市計畫中的農業區,應該扮演甚麼樣的功能,居民對都市農業區的態度看法又是如何,值得深入研究。 臺北市的地價高居全國之冠,農業區土地轉用壓力必然極大,在這樣的情況下,臺北市內的農業區使用功能更值得關注。臺北市以北投的關渡平原農業區為一完整的大面積農業區塊,其自然條件優良,極適供作農業使用,但從都市發展的角度來看,這也是一塊適合作都市建築使用之土地。更重要的是,目前臺北市政府有意將該地變更使用,基於這樣的條件狀況,本文選以關渡平原農業區做為個案研究範疇。 本文以多功能農業的觀點為基礎,對當地居民實施問卷調查,實際調查關渡平原農業區居民對該地的功能認知,從問卷結果發現,有多達八成以上的居民認為關渡平原農業區具有農業多功能的服務性,且是都市居民生活中不可缺少的元素。而居民對於關渡平原的功能價值認知,會因為區域之差異而影響其認同度,因此本研究繼續透過農民深度訪談,來瞭解此現象形成原因,從訪談結果中發現,都市計畫農業區使用定位不清,是影響土地利用的最關鍵因素,除了造成土地投機外,也造成農地無法有效率的使用。

For the needs of urban management and future development, the Urban Planning Act regulates urban land zoning system, including agricultural use. However, under the concept of intensive utilization, it seems that the agricultural zone in urban area is not in consistence with the principle of economical utilization. Moreover, due to the pressure from rising price of land parcels and properties, agricultural zone is often required for changing usage. So, should be what kind of role the agricultural zone in urban plan? What is the view from the residents? These topics will be worthy of further discussing. The land price in Taipei stands the first place in Taiwan. Thus, zoning transformation must be an important issue in Taipei. Unquestionably, the existing function of agricultural zone in Taipei should be paid highly attention. The agricultural area around Beitou is called Guandu plain section. The natural condition in this section not only suits the need for agriculture, but also meets the standard for urban construction perfectly. More importantly, Taipei government intends to change the zoning of the site. That’s why this essay will take Guandu plain area as the research object. This essay stretches from the perspective of multifunctional agriculture, using the questionnaire method on local residents to investigate the residents’ cognition of value for the Guandu agriculture area. By the results, it shows that more than 80% of residents express the opinion that Guandu area does fulfill the definition of multifunctional agricultural zone and is one of the must-have ingredients for urban residents. As for the function and the value recognition, it may be varied by different living area, so this research keeps on interviewing farmers to find out the cause for this phenomenon. Through the interview, the conclusion for this issue is that the unclear positioning for agricultural zone in urban area is the key point affecting land usage and contributing to the speculative behavior and the inefficiency on agricultural land usage.
