地籍資料持續變更的過程,使其具有動態變化的特性,隨著時間變化,可能發生產權移轉、空間屬性變更、土地利用型態變化等情形。為了確保地籍資料的即時性,資料庫需不斷地進行更新,在資料更新過程中,產生大量的歷史數據。而歷史數據使用頻率不及現況數據高,易遭忽略,但其於檔案應用上扮演重要角色,可用於統計、監測土地利用變化,以及疑議處理時回溯宗地的歷史變更過程,甚至為公、私部門的決策參考依據。因此,從時間觀點考量地籍資料呈現,確實有其必要性。此外,如何讓資料具備多目標應用與呈現的特性,也是重要課題。Google Maps已開放部分API,使用者可依其需求將地圖功能嵌入特定應用功能的網頁中,Google Earth也提供使用者可以加入自行開發的kml / kmz檔案,使得網路資源可發揮共享效果最大化。 本研究以臺北市松山區寶清段一小段為實驗資料,進行地籍資料多維度處理的研究以及多維度資料查詢系統設計,主要目的為建立一個結合時間、空間圖籍資料查詢與顯示的作業平臺,以確實掌握地籍資料完整的動態變化過程。根據地籍資料的性質,將資料分為屬性資料與空間資料,透過資料庫內容規劃、圖資轉檔與Google Maps、Google Earth API設計,將地籍圖套疊於Google Maps與Google Earth,並以網際網路作為時空資料的查詢介面,提供使用者查詢現況資料、歷史資料以及能夠依時間條件作資料檢索,並將空間資料呈現於二維與三維地圖平臺,完成含時態訊息的多維度資料查詢系統。
Cadastral data has dynamic characteristic. As time goes by, property rights, spatial attribute, and landuse types of the cadastral data may be transformed. Therefore, a majority of historical data will be produced when updating the cadastral data. Although the historical data is not often used and easy to be neglected, it is important for file management. For example, it can be used to estimate or monitor the change of the landuse, retrospect to land’s alteration process, and provide reference to the decision-making of the government or private departments. Therefore, it is necessary to consider the cadastral data from perspective on temporal presenting. In addition to considerate time factor, promoting the cadastral data by the multi-objective presentation and multi-application are also important lessons. Maps and Earth that the Google Company has already released part of API, so the user can join Maps/Earth in web page by oneself. The user can create a kml/kmz file by oneself, and add it on Google Earth as layer. It has already been a trend to use free resources to achieve the maximum effect. Therefore this study will focus on analyzing the characteristic of temporal and spatial cadastral data. We try to develop an interface, which can be queried by the time series and the spatial characteristics of data and show the data with temporal characteristic.
