印刷電路板業為國內重要產業之一,該行業製程中所產出之含銅污泥屬有害事業廢棄物,其後續處理方式頗被關注,如何將有害事業廢棄物作最妥善處理而不會污染環境甚至危害人體健康,一直以來都是令人關注的課題。 本論文應用成本效益分析(Cost Benefit Analysis)方法,分析印刷電路板業之含銅污泥,以「再利用」、「固化處理」及「任意棄置」等3種處置方式之成本與效益,其目的是建立一套合理之分析方法,以供未來工業廢棄物再利用案例之成本效益分析參考文章,並能有效管理有害事業廢棄物之最終去化問題。 根據本論文最終研究結果顯示,印刷電路板業之含銅污泥以再利用之淨效益值最高,且以再利用方式作含銅污泥之最終處置,實現了環境保護與經濟發展相輔相成的理想,該處理方式兼顧了經濟效益、環境效益與社會效益,証明「魚與熊掌」其實是可以兼得的。
Printed Circuit Board(PCB) industry is major manufacturing industry in Taiwan,the copper-contaminated sludge derives from its process belongs to hazardous industrial waste,following treating mode is paid attention,and how to treat hazardous industrial waste most properly is a theme for discussion. This study used cost benefit analysis(CBA) method to analyze copper -contaminated sludge in the printed circuit board industry treatment by reuse process or solidification process or dump,its goal establishes a set of reasonable analysis method,provides the industry waste of cost benefit analysis reference article using the case,simultaneously can the effective management hazardous industrial waste go to solve the question finally. The results indicated the copper-contaminated sludge in the printed circuit board industry gains highest net benefit by reuse treatment process,and this processing mode has realized the ideal which the environmental protection and the economic development complement one another, this processing mode has given dual attention to the economic efficiency, the environment benefit and the social efficiency.
