臺北市中正區推動安全社區協力關係之研究

A Study of Public-Private Partnership in Zhongzheng District, City of Taipei, as a “Safe Community”

摘要


「安全社區」乃民間自發性的治理需求與理念,正有待公私部門能以相同的治理能力來回應。截至2008年7月26日為止,全世界已有一三八個社區獲得認證,正式成為世界衛生組織社區安全推廣協進中心(簡稱WHOCC)安全社區網絡會員,形成「安全社區」聯網。由全球各地紛紛爭取認證的熱潮,足見公私協力推動「安全社區」的概念是可以落實並推廣的,而且以臺灣歷經兩岸的政治困境,利用城市或社區的身份加入國際認證的行列,將增加我國在國際上的曝光率,並提昇國人對於安全概念的重視。 本研究以臺北市中正區安全社區健康促進會為研究對象,採用質性深度訪談及參與觀察法,針對主要推動者進行深度訪談。首先,以公私協力的背景、意涵、定義及公共管理等面向,整理各學者之研究文獻,歸納出公私協力之理論基礎主要來自市場失靈、政府失靈、公民參與及資源依賴等四項理論進行系統性的梳理。其次,探討公私部門協力互動模式、運作策略及步驟,進一步歸納相關研究者所提出之公私協力執行成功條件,發現要使公私協力順利進行,資源整合、願景的共構、互信與互惠及公民參與是四個重要的核心要件。進而論證公私協力與「安全社區」的關聯性,探討公私協力理念如何應用在現行實施之「安全社區」推動的建構,及其實際運作的情形。 研究結論建議為:一、建構協力關係之治理模式:擴大跨部門協力基礎、政府應加強經營公私部門的協力關係。二、資源整合:建立統合機制、簡化行政作業流程、經費補助及運用應更具彈性、建構社區資源網絡、應積極引進非營利團體的力量、有效整合社區組織與資源、財務應獨立自主。三、願景共構:政策明確、重視地方決策領袖、統整相關計畫、建立政策評估回饋機制、永續發展。四、互信互惠:加強與政府部門的溝通與互動、營造公私部門對等互惠關係、建立激勵機制。五、公民參與:建立水平融合的社區參與模式、加強專業人才培訓、建立社區志工認證制度、凝聚「社區自主」意識、形塑學習型社區、加強行銷宣傳。期望透過公私部門協力共治關係的建立,激發公民的認同與支持,形成永續的協力關係,創造優質安全的生活空間。 未來研究方向:一、在研究範圍方面 :擴大研究範圍至國外及國內其他縣市,以深入了解與比較分析世界各地安全社區計畫執行情況及所遭遇問題。二、在研究對象方面:探討主要決策領導者異動,是否會造成組織的重要政策變動。三、研究方法方面:運用量化研究輔佐本研究的論點,以強化研究發現的客觀性。

The “Safe Community”, formed by the administration demand and idea of the folk spontaneity, deserves the equal administration capacity from the public and private departments to respond. Till July 26, 2008, in the whole world there were 138 communities having acquired the authentication, and officially become members of the Safe Community Network of the World Health Organization Collaborating Center on Community Safety Promotion (abbreviated as WHOCC). They have formed as a communication network of the Safe Community. Due to the zealousness of striving for authentication from all parts of the world numerously, it is obvious that the idea of promoting the Safe Community by the Public-Private Partnership(PPP) can be implemented and popularized. Since Taiwan is in the political dilemma of Two Sides of the Straits, utilizing the international authentication of the cities or communities in Taiwan can increase the worldwide exposing rate of our country, and heighten the compatriots’ attention of the safety concept. This study takes the Health Promotion Association of the Safe Community in the Zhongzheng District, City of Taipei, as the research subject, adopts the quality-depth interview and the participation-observation principle, and focuses on the main propellers for depth interviews. First of all, this study makes use of the facets of the background, meaning, definition, and public administration of the PPP with the compiling of various scholars’ research articles to induce the theoretical basis of the PPP which comes from the systemic arrangement of the four theories, such as market failure , government failure , citizen participation , and resource-dependence . Secondly, it investigates the interaction modes, operation tactics and steps of the PPP to induce furthermore the conditions of successful execution for the PPP raised by the relevant researchers; it discovers to make the PPP proceed smoothly needs four essential core elements, such as the integration of the resources, the co-construction of the vision, the inter-reliance and mutual benefit, and the civic participation. Moreover, it proofs the relationship of the PPP and the “Safe Community”, and probes into the ways of applying the idea of PPP to the current execution of the construction of propelling the “Safe Community” and its actual operation. The conclusion of this study suggests as follows:1.To construct the administration mode the PPP: expanding the partnership basis of cross-department, and enhancing the management of the PPP which needs to be done by the government.2.To integrate the resources: building a unification mechanism, simplifying the administration procedure, making the budget subsidy and operation more elastic, constructing the community resources network, actively introducing the power of the nonprofit organizations, integrating community organization and resources effectively, and making the finance independent.3.To co-construct the vision: making the policy definite, valuing the local decision-making leadership, unifying the relevant plans, building the policy evaluation and feedback mechanism, and developing steadily and continuously.4.To rely and benefit mutually: enhancing the communication and interaction with the government departments, creating the equivalent and mutual benefit relationship between the PPP, and setting up the incentive mechanism.5.To participate civilly: building the community participation mode of level merging, strengthening the training of the professionals, setting up the approval system of the community volunteers, condensing the consciousness of the “Community Independence”, molding the learning-type community, and enhancing the marketing propaganda. By means of building the PPP governance, this study anticipates to inspire the civic acknowledgement and support, to form the steady and continuous partnership, and to create the excellent and safe living space. The future research directions of this study are as follows:1.In the aspect of the districts for research: to expand the districts for research to other domestic and foreign cities and counties, in order to understand, compare, and analyze in depth the executive situation and the problems encountered of the Safe Community Plan in all parts of the world.2.In the aspect of the subjects for research: to investigate whether or not the changes of the major decision-making leadership will cause the changes of the major policy in the organization.3.In the aspect of the methods for research: to utilize quantization study to assist the points of discussion in this study, in order to strengthen the objectivity of the discovery in this study.
