廢機動車輛回收業環境績效評估指標研析

摘要

本研究主要探討國際上有關廢機動車輛回收拆解之項目及規範，並藉由國外先進之技術，提昇國內廢機動車輛回收業營運效能與環境績效；其次蒐集國外廢車回收業之環境指標並研析國內廢機動車輛回收業之環境績效評估指標，針對適用於國內之環境績效指標進行衡量、彙整及建立，以供政府單位評估應用。
本研究獲致成果如下：(1)建構適合本國回收業經營模式及法規法令之環境績效評估指標，擬定6項類別共計12項指標名稱，最後以評比之方式，分為「優」、「良」、「差」、「可」及「劣」等5級分，作為環保署對回收業差別補貼之依據。(2)在廢車回收業端，執行綠色拆解技術不僅可減少有害物質之使用、能資源消耗及廢棄物排放，更使廢車相關零件易於拆解、回收、再使用及再利用，另若透過跨部會廢車管理作業整合協商政府部門，如環保署(負責車體回收)及交通部(負責車籍報廢)，並修法管制車體先回收車籍後報廢之方式，將車輛整體生命週期之歷程進行有效控管，同時達到可再利用資源(如中古車或二手零件)及廢棄物妥善管理應用之目的及保護環境之目標。

This study investigates the international motor vehicle dismantling and recycling of waste related items and norms, and by foreign advanced technology, improve the domestic motor vehicle scrap recycling industry operating efficiency and environmental performance; followed by collecting scrap car recycling industry abroad Environment metrics and analysis of the legal motor vehicle scrap recycling industry's environmental performance evaluation indicators for the applicable domestic measure of environmental performance indicators, compiled and created to assess applications for government agencies.
In this study, attainable results are as follows: (1)construct recycling industry business model suited to their laws and regulations of the Environmental Performance Indicators, developed six categories totaling 12 index name, and finally to appraisal of the way into "Excellent", "Good" , "Poor", "May" and "Bad" in five minutes, as the difference in EPA grants for recycling industry basis. (2)scrap car recycling industry in the end, do the green dismantling technology can not only reduce the use of hazardous substances, energy and resource consumption and waste emissions, waste car related parts more so easy dismantling, recycling, reuse and recycling, and the other If through the inter-ministerial consultations abandoned vehicle management operations integrate government departments, such as the Environmental Protection Agency (the body responsible for recycling) and the Ministry of Transportation (responsible for vehicle registration scrapped), and amending the law regulatory body after the first recycling scrapped vehicle registration by way of the vehicle as a whole the history of the life cycle for effective control, while achieving reusable resources (such as used car or used parts) and the purpose of application of the proper management of waste and protect the environment of the target.
