臺灣IC產業經營績效之評估-整合三階段Hybrid Measure與Metafrontier Model 之應用

An Evaluation on the Operational Efficiency of Taiwan IC Industry: An Application of Integrating 3-Stage Hybrid Measure and Metafrontier Model

摘要

臺灣半導體產業歷經多年摸索與發展，目前已經發展為專業的垂直分工體系，其分工完整的上游到下游依序可分為IC 設計業、IC 製造業、IC 封裝業與IC 測試業，這些次產業因各自的製程背景不同，強化與關注的目標亦不相同。因此，本研究旨在建立一個考量環境變數的整合三階段Hybrid Measure 與Metafrontier 實證模型，並依各次產業的技術背景與生產特性不同分做兩個評比群組進行「IC 設計」、「IC 製造與封測」之績效評估，估計在2005-2009 年期間，臺灣半導體產業之共同邊界技術效率、群組技術效率、共同技術比率之情況，亦探究經營效率及共同技術比率決定因素。
實證結果發現：在調整環境變數影響影響之後，全體廠商平均共同邊界效率值在2007 年後較調整前高，顯示該年金融海嘯之衝擊迫使廠商更關注生產成本地有效控制與縮減，進而降低人為管理無效率。其次，共同技術比率分佈在環境調整前後亦有大幅改變，顯示製造封測業可能因擁有較多的歷史經驗與規模發展，其技術水準已高於設計業。最後，在考慮環境因素控制下，進一步探探討外銷比率、投資中國大陸比率、多角化指標與研發外溢效果對臺灣半導體產業經營績效與共同技術比率之影響發現，外銷比率與產品多角化不僅能提升業者經營績效，亦能帶動其高技術水準發展；投資中國大陸雖能擁有高績效表現，卻無法克服中國大陸技術落後之現實情況；研發外溢效果則不僅無法提升廠商經營績效，亦無法擁有領先技術表現。

The purposes of this research aims at elaborating a three-stage Hybrid Measure empirical model, and then estimating the technical efficiency of Taiwanese semiconductor companies by using the data during 2005-2009. Then, this study divided to two groups for Taiwanese semiconductor companies based on different production characteristics, using the concepts of DEA metafrontier models proposed by Rao et al. (2008).and estimating their efficiencies.
The empirical results of this study have shown that the average meta-efficiency values of all firms adjusted higher than before adjustment in 2007. Secondly, distribution of metatechnology ratio (MTR) have substantial changed in the before and after adjustment. Finally, under the considerations of environmental factors, the ratio of export to total sales, the degree of diversification and the ratio of investment to mainland China are main determinates to influence on the operational performance of Taiwanese semi-conductor firms and the impacts of MTR.
