大專院校能源管理系統建置與溫室氣體減量之研究

摘要


大專院校因校務運作所消耗之大量能資源,亦對環境產生嚴重之衝擊,故綠色化之思維與行動,已被大專院校納入校務之管理制度中。其中綠色大學與綠色永續校園議題,近年間在國際與我國廣泛受到討論,而其之內涵與推展,在聯合國及國內、外相關團體均有其所認定之執行面向與發展目標,經由歸納,內涵與推展面向為減少能資源之使用、減少對環境之污染與減少所產生之溫室氣體排放,並以環境教育提升人員之環境素養。而減少溫室氣體之排放為各參與推動綠色大學之大專院校,所優先設定之目標,又能源管理為攸關溫室氣體減量管理之核心議題。 本研究以所研擬之系統規劃與推動架構,並以個案研究之方式,探討個案為減少校園溫室氣體之排放,以達到追求綠色永續校園之溫室氣體減量管理目標,其在能源管理之核心議題上,以ISO 50001之PDCA持續改善循環為基礎,並整合PSR「壓力–現狀–回應」之概念,將有助於釐清並有效回應大專院校在綠色永續校園議題上之管理作為。 個案分析結果,若採行現有管理作為,其在電力能源管理之節能率可達10.1%,另校園溫室氣體之排放亦降低10.9%,可明顯發現改善結果之綜效與關聯。預估若以本研究研擬之架構,再輔以相關之節能教育宣導,使人員養成節約能源習慣,則校園之能源績效與溫室氣體排放減量目標,可有效持續提升,而非呈上下起伏之不穩定狀態。故大專院校藉由建置本研究所擬之系統架構,將可提升校園環境目標,進而達成校園碳中和與綠色永續校園之願景。

Due to activities of the universities have caused significant expenditure of energy and resources, this has led serious impacts to its environment, so green-thinking and approaches are involved by the existing management system of the universities. Above all, recently the green university and green sustainable campus issue are under discussion widely between the international and Taiwan societies, and connotation and development of this issue within the parties have identified the direction of implementation towards its target. By induction, this reduces the consumption in resources of energy and material, it also diminishes the pollution and GHG emission and enhances personnel’s attainment via environmental education. In summary, reduction of GHG emission is priority of the green university with its core issue being the energy management. This study is based on system planning and promoting structure via the use of a case research discussing methods to reduce GHG emission within the campus to the level in which is in accordance to green sustainable GHG reduction standards. Using the module PDCA continuous development from the ISO 5001 as its foundation, combining with concept of PSR (pressure-state-response) it will assist in effectively identifying and deal with the management methodologies of green sustainable campus issue. The results analyzed from this case study has shown if continue to follow the current management methodologies, the electrical energy reserve rate can go up to 10.1% and also GHG emission can be reduced up to 10.9%. Hence from the results obtained, it shows that from the synergy of management methodologies improve the electrical energy reserve and GHG emission reduction. Supposing to conduct the promoting structure in this study with the addition of advocating energy reserve education, this will allow personnel to attain the habit of saving energy. Thus by doing so the goals; enhancing energy performance and reduction of GHG emission will improve steadily, not an inconsistent peak-and-trough improvement. So by establishing the promoting structure in universities, this will achieve the goal to enhance campus environment. Furthermore, to achieve the vision of campus carbon neutral and green sustainable campus.
