摘要

國片輔導金是我國振興電影產業的主要政策，本研究以利害關係人途徑進行培育新興人才輔導金的政策執行研究，聚焦的政策為:短片輔導金、優良劇本補助、金穗獎，研究目的為:
一、建構國片輔導金制度執行上利害關係人的互動與關係模式。
二、考量利害關係人觀點後國片輔導金的政策再定位，以及其功能與影響的變革途徑。
三、建構主管機關及其他利害關係人運用輔導金時應享有的權利與履行的責任。
本研究以Mitchell, Agle and Wood(1997)的利害關係人模型為基礎，再融入個案政策場域後，提出本研究的利害關係人分類。使用的研究方法為文獻分析法與深度訪談法，訪談對象包含主管機關、政策執行機構與民間專業人士。
研究發現主管機關執行國片輔導金的過程中，其與產業界的關係並非只是輔導者與被輔導者的關係；而是在產業投資環境不友善的情況下，使政府成為培育新興人才的主導者。政府與產業界的利害關係因而加深，但在現有互動方式下，產業界影響力有限。

Film grant is the main policy to revitalize the domestic film industry, this study use stakeholder approach to research policy implementation of film grant. The focus of policy are: fund for short film, excellent screenplay and golden harvest award. Research purposes as follows:
First, construction domestic film grants system implementation on stakeholders interact and relation mode.
Second, after consider perspective of the stakeholder try to reposition the film grant policy and find way to change function.
Third, the construction of the rights and responsibilities when stakeholders apply grant.
This study from the basis of qualitative classes of stakeholders by Mitchell, Agle and Wood(1997) and integration information of cases policy arena to propose stakeholders classification of this study. The method of study are documentary analysis and in-depth interview. Interviews object contains the competent authority, the implementing agencies and professionals of film.
The study found the process of implementation the relationship between government and industry is not just the relationship between granter and grantees; because the industrial investment environment is not friendly, government has become the leader in nurturing emerging talent. Government and industry stakeholders thus deepened, but under the current interaction, industry influence is limited.
