時代和環境在變動,行政部門也必須與時俱進,除了藉由核心職能的建立來支援組織內部各項人力資源管理活動外,更能夠創造生存的價值與提升競爭力。我國行政院近期將大數據(Big data)與資料開放(Open data)概念落實於政策推動,檔案管理人員亦因時代和環境在變動,行政部門也必須與時俱進的要求,除了藉由核心職能的建立來支援組織內部各項人力資資源管理活動外,更能夠提升行政效能與達成組織目標。 本研究採用質性研究方法進行資料的蒐集與分析,藉由策略性人力資源管理(Strategic Human Resource Management,簡稱SHRM)、核心職能與訓練理論等相關文獻的檢視,先行得知相關理論與論文研究成果。論文內容首先簡述外國檔案管理人員與我國相關部會核心職能運用於訓練課程概況,並介紹檔案管理人員核心職能建立之始末,與檔案管理人員目前教育訓練辦理情形,探究檔案管理人員教育訓練的課程設計是否符合核心職能的要求,並提出可供參考的建議。其研究結論為「落實檔案管理人員核心職能與教育訓練策略,輔以適當之教育訓練,提升其工作績效」、「運用策略性人力資源管理方式,辦理符合需求的教育訓練,以強化檔案管理人員核心職能」、「以機關首長的支持輔以行政獎勵措施,建議中央行政機關自行辦理培訓課程,以提升檔案管理人員對組織的貢獻度」。
The government executive branches need to improve themselves, because times and environments have been changed. Recently, the Executive Yuan of R.O.C. will promote the new policies of the Big Data and the Open Date. By establish the core competency, the government executive branches can gat the support for management the human resource need. In addition, it also can create the survive value and to upgrade the competitiveness. This is a quality study, through the literature analysis of strategic human resource management (SHRM) , core competency and training, to review the related theories and the research papers. In this paper, the author first brief introducing both the foreign and the Taiwan’s government records managers how to use the core competency to support the training courses. Then, picturing the establish of the records managers core competency. Next, analyzing the current education training program of records managers. After that, surveying the outcome of the training courses of records managers for checking if it fits the core competency requirement. At the end, giving the recommendation. The findings are: 1) to implement the strategy of records managers core competency, and to aid suitable education training for upgrade the job efficacy. 2) Using the SHRM to manage the appropriate education training for increase records managers core competency. 3) Supporting from the heads of agencies and their rewards, the central government is encouraged to self-handle the training courses, for elevation the contribution from records managers for the government.
