行動電話與OECD國家經濟成長之關聯

摘要


本研究將追蹤模型建構在成長會計方程式上,蒐集1997年至2011年28個OECD會員國的數據,探討近十五年來行動電話之發展與OECD國家經濟成長間的關係。為探討行動電話與資訊通訊科技對一國總體經濟的影響,本研究使用了電信變數;不論是在要素投入之資本與勞動,或是代表科技投入之技術進步中,我們所使用的電信變數皆能捕捉發展電信產業與行動電話科技所帶來的效果。本研究結果發現,行動電話用戶數成長率的確對OECD國家之經濟成長有顯著的正向貢獻,此貢獻以兩個管道傳遞,其一是電信資本之資本深化,其二是使用行動電話過程中所產生的外溢效果。實證結果顯示,電信資本成長率 (資本深化) 對行動電話用戶數成長率有同向的影響關係,但電信員工數成長率則相反,證實了在OECD國家樣本中,提高使用行動電話的誘因,取決於基地台等電信設備的品質提升而不是高技術員工的增加;增加電信資本的投入以取代投入過多的電信員工,方能增加行動電話用戶數,提升經濟成長。外溢效果部分,行動電話用戶數與其他要素投入會產生交互作用,使得行動電話用戶數成長率對經濟成長的整體貢獻,有所增減;本研究實證結果顯示,非電信資本與行動電話用戶數兩者成長率間,產生對經濟成長負面的交互作用,非電信員工人數與行動電話用戶數兩者成長率則產生正面的交互作用,說明了行動電話對經濟成長之貢獻,會因非電信員工人數之增加產生額外的經濟效益。 中文關鍵字:行動電話、資訊通訊科技、經濟成長、追蹤模型 英文關鍵字:mobile phones、ICT、economic growth、panel data JEL codes:O47;L63;C33

This thesis aims to investigate the relationship between the growing use of mobile phones and the economic growth in 28 OECD countries from 1997 to 2011. Using an unbalanced panel dataset and based on neoclassical ideas, we find that the growth rates of mobile phone subscriptions have significant and positive contributions to economic growth in two ways: telecom capital deepening and the spillover effects from using mobile phones. These contributions can be discussed in detail. First, the growth rates of telecom capital are more beneficial than that of telecom employees to the growth rates of mobile phone subscriptions. Second, the interactions between mobile phone subscriptions and other inputs generate some significant impacts on economic growth. Last but not least, the contribution of mobile phone to economic growth will be stronger with an increase of the growth rates of non-telecom employees, but weaker with an increase of the growth rates of non-telecom capital.
